Description
This acquisition is an 8(a) competitive set-aside for contractors with a bona fide location in the state of California for a Simplified Acquisition Base Engineering Requirement (SABER). It will be a firm fixed price Indefinite Delivery-Indefinite Quantity (IDIQ) Contract. This acquisition is being synopsized under North American Industry Classification System (NAICS) Code 236220. All other firms are deemed ineligible to submit offers. The small business size standard is $33,500,000.00. The work requirements to be performed by the offerors will consist of, but are not limited to, a broad range of maintenance, repair, minor construction/alteration and renovation work and/or design or design/build on real property at Vandenberg Air Force Base (VAFB), CA with a few projects at Pillar Point in San Mateo County CA. All work shall be in conformance with the requirements of the contract including furnishing all materials, labor, plant, tools, equipment, transportation, supervision, management and other services (including engineering/technical support), items and incidentals necessary thereto. The work is required in support of the 30th Civil Engineering Squadron, Base Civil Engineering activities. During the contract period, the 30th Civil Engineering Squadron will identify construction projects for issuance of individual task orders for each project. The task orders may be for minimal design build or build only. The contractor will provide a statement of work, drawings and a cost proposal as indicated in each task order request. All price proposals will use the Facilities Construction Cost Data by RS Means (CostWorks software) multiplied by the contractor's coefficient. Individual task orders will vary in size and complexity. The task orders will include, but are not limited to, multi-discipline construction trades, such as carpentry, interior and exterior electrical, mechanical, plumbing, sheet metal, painting, demolition, concrete masonry, and welding. Period of Performance: The performance period is one (1) base year with four (4) option years. The guaranteed contract minimum is $5,000.00 for the base year, with no minimum guarantee for any option period. The maximum contract value is $90,000,000.00 for the life of the contract. The Government intends to award three (3) contracts based on a Lowest Price Technically Acceptable (LPTA) basis. The solicitation and subsequent amendments will be issued via FedBizOpps at http://www.fbo.gov. No paper copies of the solicitation, specifications, plans or bidders mailing list will be issued from this office. All potential offerors must be registered on the FedBizOpps.gov website in order to receive notification of changes to the solicitation. Prospective offerors must be registered in the System for Award Management (SAM) in order to be eligible for award. The SAM site is https://www.sam.gov/index.html. When the solicitation is downloaded, it is important to read the solicitation completely, as there are terms and conditions that must be met by the prospective offeror in order for the proposal to be considered responsive. There will be no preannouncement of when the solicitation will be available; however, the issuance date for this solicitation is anticipated to be on or about 1 AUGUST 2013 with a closing date 30 days after issuance. The government will not pay for any information submitted in response to this solicitation. The government reserves the right to cancel this solicitation at any time.
