Description
CONTRACTING POC: Bryan Barnett (bryan.g.barnett@usace.army.mil) (206) 764-6659 FOR INFORMATION ONLY: This Synopsis is ONLY A NOTIFICATION that a solicitation will be issued for a Design-Bid-Build competitive Invitation for Bid (IFB) and should be expected. All questions regarding this IFB should be submitted in writing via email to the POC - Contract Specialist as noted above. It has been determined that competition will be limited to HubZone firms. The Seattle District Corps of Engineers has a DESIGN-BID-BUILD requirement to CONSTRUCT a 7,000 square foot Supply Storage Activity (SSA) Warehouse unit for the 16th CAB at Joint Base Lewis-McChord (JBLM). a. The facility will now be 7,000 square feet, rather than 4,000 square feet, to better accommodate the existing SSA Unit, which currently occupies Bldg. 3922, which is an 8,000 square feet building. In addition, the unit will occupy the existing Building 3306 on site, which will house the administrative offices and latrine. No renovation work to Building 3306 is included in the scope of this project. b. The facility will be split into two separated pre-engineered steel buildings, of 3,500 square feet each. c. There will be no covered storage building; d. he new warehouse buildings will not be provided with any communications connections. The DDC system can be connected in the future if communications lines are added to the buildings. e. No offices or latrines will be provided in the warehouse facility, in order to provide as much bay area as possible. Building 3306 will accommodate these functions. f. New pavement areas will be limited to those areas needed to maintain storm drainage around the facility and provide the truck ramp to the loading docks. The existing concrete pavement is considered to be adequate for all anticipated loads, having been designed as a Tactical Equipment Maintenance Facility. No new POV (privately owned vehicle) parking will be provided. It has been determined competition will be set-aside for HubZone firms only. The NAICS code for this project is 236220 with a small business size standard of $33.5M and a 360 calendar day contract completion period. The solicitation will be a Design-Bid-Build competitive Invitation for Bid (IFB) in accordance with procedures outlined in Federal Acquisition Regulation (FAR) Part 36.213 entitled quote mark Special Procedures for Sealed Bidding in Construction Contracting. quote mark Firms that wish to be considered may provide price bids in accordance with instructions in the solicitation (to be released on or about 9 July 2013). The submittals will be evaluated utilizing the processes defined in FAR Part 36.213 and Part 14. A firm-fixed price contract will be the result of the solicitation. The construction costs of this project will be subject to the disclosure of the magnitude of construction project, Department of Defense Federal Acquisition Regulation (DFAR) 236.204, between $1,000,000 and $5,000,000. As previously stated, this project is set-aside for HubZone firms.
