Description
This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. Based on the responses received from this Sources Sought notice, the proposed acquisition may be solicited as a Total Small Business Set-Aside. All eligible small business concerns responding to this announcement must have the capabilities to provide the below product within 120 days after receipt of order. Delivery will be made to the Clinical Center located on the NIH main campus in Bethesda, MD. The Division of Intramural Research Programs (IRP) at the National Institute of Mental Health (NIMH) has a current requirement for a high resolution capillary electrophoresis system in order to perform gel electrophoresis. The division of Intramural Research Programs at NIHM conducts gel electrophoresis including genotyping of products, diagnostic digests, and sub-cloning for DNA. Gel electrophoresis is also used for rough quantitation for RNA and protein. Contractors shall propose a capillary electrophoresis system enabling high detection sensitivity with generation of robust results in lower concentrations of nucleic acid. The system proposed by Offerors shall also be capable of performing fully automated purification of nucleic acids and proteins for research use in molecular biology applications, including an integrated touchscreen and automated load check to ensure samples, reagents, and labware are correctly loaded. Interested parties should submit a tailored capability statement, which clearly defines the ability to provide this equipment, limited to 10 pages in length, including attachments, as an Adobe PDF or Microsoft Office file to: tjugumha@mail.nih.gov prior to the closing date in this announcement. Responses must include the respondents' DUNS, organization name and address, point of contact, and size and type of business pursuant to the North American Industry Classification System (NAICS) code identified in this notice. Disclaimer and Important News: This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality: No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
