- The U.S. Broadcasting Board of Governors, (BBG), International Broadcasting Bureau (IBB), pursuant to Federal Acquisition Regulation (FAR) Subpart 12.67 intends to issue a Sole Source Combined Synopsis/Solicitation for the Online Video-Audio Platform (OVAP). This notice is to issue Justification for Other Than Full and Open Competition and Unusual and Compelling. (JOFOC), to Kaltura Inc. The BBG/IBB has determined that the support for the OVAP will be best facilitated by in-house resources, therefore BBG believe it is the its best interest to continue with service currently provided by Kaltura Inc doing this transition. This announcement constitutes the only solicitation; proposals are not being requested, however if a responsible offer is submitted it will be evaluated. The authority for negotiating on a sole-source basis with Kaltura Inc is made under authority of 41 U.S. C. 253(c)(1) and Federal Acquisition Regulation 6.302-1, which provides for limiting competition from only one responsible source and no other supplies or services will satisfy the agency requirements. The North American Industry Classification System (NAICS) Code is 541511. This Solicitation Number BBG50-R-13-00060 is issued as a request for proposal (RFP) that will result in a single award of a Firm Fixed Price Contract. Using FAR Part 15 (Contract by Negotiation) procedures to provide Online Video/Audio Platform (OVAP). The government reserves the right to make an award on the initial proposal without discussions of this procurement. This requirement shall cover Base for 6 months with an Option for additional 6 months based on the availability of funds for each option term shall be priced. Kaltura Inc will maintain the existing OVAP to meet the following minimum criteria: Office of Digital & Design Innovation Online Video-Audio Platform (OVAP) Statement of Work 06.15.13 Section 1. Background In 2013, the Broadcasting Board of Governors (BBG) Office of Digital and Design Innovation (ODDI) is embarking on a program to adapt leading technologies and integrate efficient and effective new work flows to drive innovation among its media entities, Voice of America (VOA), Middle East Broadcasting Networks (MBN), Office of Cuban Broadcasting (OCB), Radio Free Asia (RFA) and Radio Free Europe/Radio Liberty (RFE/RL) (herein after, collectively referred to as "BBG"). This requirement is to provide digital video and audio management and distribution services to support BBG's expansion of its ability to deliver high-quality digital audio and video content to a global audience of connected listeners and viewers. The services, referred to as the Online Video and Audio Platform (OVAP), will provide an enterprise-level cloud-based managed solution for digital audio and video ingest, transcoding, asset management, distribution, content presentation and analytic services as well as technical support and professional services for integrating, managing and operating the service. The goal of the OVAP is to deliver an integrated suite of services that together, provide BBG with an effective way to manage and distribute digital audio and video content and provides BBG's audience with high-quality listening and viewing experiences across a range of existing and emerging digital platforms and connected devices, streamlined for optimal performance. Section 2. Objectives The Contractor shall provide a commercially available, enterprise-level, cloud-based, flexible, scalable and customizable service capable of ingesting a range of audio and video file types, transcoding these files into the appropriate formats for digital distribution, manage the associated file metadata, provide methods for presenting and distributing the transcoded files and associated metadata to digital platforms, syndication partners and connected devices, measure and analyze the effectiveness of the presentations and distribution channels and provide standards based web services for integrating these services with existing BBG platforms and services. The Contractor shall support the customization and management of this service for BBG and shall provide the required level of technical support and professional services for all contracted services. Section 3. Government Furnished Property and Services The Government does not intend to provide any property to the Contractor. The Contracting Officer Representative (COR) shall provide the Contractor with access to relevant information and materials required to complete the requested deliverables. After completion of all assigned deliverables and acceptance of the deliverables, the Contractor shall return to the Government any information and materials provided. Any Government provided information or materials may only be used in furtherance of the terms of this contract. Section 4. Deliverables The Contractor shall provide a single commercially available, enterprise-level, customizable integrated suite of services that together, perform all of the following technical and operational capabilities. In addition to the suite of services that provides the following capabilities, the Contractor shall provide at no additional cost to BBG, all upgrades, patches and fixes to the suite of services throughout the term of the contract. The Contractor shall provide an audio and video management service that is extensible and scalable to all BBG digital content producers. The service shall provide BBG producers an efficient means of ingesting audio and video files to the service as well as managing audio and video asset metadata in a centralized repository that can be integrated with internal and external platforms, products and services for digital audio and video content management and distribution. The provided service shall scale effectively with the expansion of BBG services and projected increases in digital audio and video production throughout the term of the contract. The Contractor shall provide an audio and video file transcoding service that allows BBG producers to create content formats that meet the requirements of BBG digital platforms and targeted connected devices. The service shall allow producers to schedule transcoding services based on asset type and assignment. This service shall offer a flexible, scalable combination of cloud-based and on-premises solutions for transcoding and distributing digital media files to multiple destinations. The Contractor shall provide an audio and video player presentation service that provides BBG listeners and viewers with an exceptional experience across an expanding range of digital platforms and connected devices. Player presentation services shall support all major desktop operating systems and browsers as well as major mobile and tablet platforms to insure the widest range of compatibility for all end-users. The provided player presentation service shall support integration with leading audio and video monetization services and advertisement server technologies. The Contractor shall also provide an audio and video syndication service that allows BBG producers to build custom feeds and channels for distributing content and provide external third parties with access to BBG selected content based on a BBG configurable rights-management rule set. The Contractor shall provide audio and video media analytics for its media presentation and syndication services along with a suite of reporting tools that present BBG producers and analysts with detailed information sets related to audio and video engagement by BBG's global audience. The Contractor shall provide BBG with access to Application Programming Interfaces (API) and standards based web services that allow BBG to integrate individual components of the services or the entire suite of services into existing and future BBG audio and video production and publishing tools. The Contractor shall provide BBG with on-site Professional Services to support the integration and customization of services provided in the Deliverables with existing and future BBG production and publishing systems. The Contractor shall provide BBG with online and telephone access to trained support personnel twenty-four hours a day, seven days a week throughout the term of the contract. The Contractor shall also provide BBG with software training services and supporting documentation for the services contracted for in the Deliverables. The Contractor shall communicate a strategic roadmap detailing the latest digital audio and video technical developments and solutions at regularly scheduled times agreed upon by BBG and the Contractor. These communications shall be held on a monthly basis throughout the term of the contract or on a schedule agreed to by the Contractor and the BBG. Section 5. Timelines for Deliverables The Contractor shall provide all deliverables within the following timeline: 1. Provision of licenses and service level agreements for all contracted software deliverables and services being used within 5 business days of contract signing. 2. Technical documentation, training and support provided to BBG audio and video product team members within 10 business days of contract signing. 3. Provide an integration plan for all contracted Deliverables with BBG's internal networking and publishing systems within 10 business days of contract signing. 4. Provide the fully functioning enterprise-level service for all contracted Deliverables including all final customizations and integrations within 30 days of the contract signing or at a date to be agreed upon by BBG and the Contractor within10 business days of contract signing. 5. Provide a complete transition of existing BBG audio and video platform services to the enterprise-level service and all its contracted Deliverables within 45 business days of contract signing or at a date agreed upon by BBG and the Contractor within 10 business days of contract signing. 6. Analytics reports for contracted services shall be delivered every 24 hours from date of beginning of service with aggregate reports available for each 24-hour, seven-day and 30 day period during the contract. Online analytics reports for contracted services shall be available to BBG in real-time. 7. A strategic roadmap shall be delivered to BBG within the first 90 days of contract signing. Additional strategic roadmaps shall be delivered on a quarterly basis there after. The Contractor shall also conduct the following communications: 1. A Kick-Off event with the Contractor bringing key personnel to a full-day meeting at the offices of the BBG on a date selected by BBG within the first 10 days of contract signing. 2. Weekly project management call with the BBG COR on the status of the project through final customization sign-off and integration implementation of all contracted Deliverables. 3. Monthly status updates with the Contractor on service performance, Contractor requirement updates and future product enhancements from the Contractor within 15 business days of the previous month. 4. A quarterly review of Contractor's forward looking strategic road map for audio and video management, delivery, presentation and sharing. Section 6. Information for Contracting Representative Cost/Price Schedule •· The Cost/Price Schedule is for a period of performance of six (6) months from the award date with three six-month renewal options. •· Payments shall be made on a monthly basis, 30 days from receipt of the monthly invoice. •· No incentive payments •· Access to all OVAP service Deliverables shall be offered as a flat monthly reoccurring fee as part of the Licensed Service Agreement. This shall include but is not limited to the following: Browser-based content management system (CMS), metadata and asset management services, File Transfer Services, Application Programming Interface (API) services, all media analytics and reporting services, media player presentation services, technical support services •· Audio and Video Transcoding services shall be offered on a tiered usage-based pricing schedule determined by the number of hours of content transcoded each month by the BBG with no minimum monthly commitment •· Cloud-based storage services shall be offered on a tiered usage-based pricing schedule determined by the number of gigabytes (GB) of content stored each month on the service by the BBG with no minimum monthly commitment •· Bandwidth and media delivery services shall be offered on a tiered usage-based pricing schedule determined by the volume of gigabytes (GB) of content delivered each month by the BBG with no minimum monthly commitment •· For all Tiered Usage-based services, Contractor shall provide email notification to BBG COR prior to any projected service's usage moving to a higher usage tier. •· Professional Services shall be offered on an hourly time and materials-based pricing schedule with no minimum monthly commitment Instructions to Offerers Offerers shall organize their responses in the following manner: • Introduction and Overview of Services • Key Personnel • Technical and Operational Capabilities • Technical Approach to Customizing, Integrating and Managing the Deliverable Services with Implementation and Integration Project Timeline. • Workflow and Information Management Approach for the Service, including a summary diagram of the proposed workflow and systems integrations. • Experience and Past Performance • Approach to Training and Support • Approach to Level of Service during Period of Performance • Budget & Budget Narrative Section 7. Evaluation Criteria • Technical Capabilities: Offerer shall provide examples that demonstrate the required level of technical expertise to meet or exceed all of the requirements of the deliverables. Offerer shall provide details of service demonstrating the required operational capabilities for each deliverable. • Technical Approach : Offerer shall demonstrate in writing and through examples the ability to provide the required level of expertise for each deliverable. Examples shall include written responses, diagrams and architectural designs of required information systems. Offerer shall also submit a detailed integration and transition plan for implementing the proposed solution for each deliverable. • Compatibility with Existing Workflows, Publishing and Production Systems : Offerer shall demonstrate the ability to comply with BBG's current Information Management Approach and demonstrate the ability to integrate solutions for each deliverable with existing workflows, publishing and production systems. Demonstrations may include written responses, diagrams and architectural designs of required information systems and solutions for each deliverable. • Past Performance: The Offerer's past performance with enterprise-level media organizations shall be assessed to determine the Offerer's ability to meet the requirements of the Deliverables. Offerers shall submit examples of no fewer than three (3) of their most recent or ongoing contracts that demonstrate the ability to meet the requirements of the Deliverables. Experience may be with either government or commercial organizations. • Experience: The Offerer's experience with enterprise-level media organizations shall be assessed to determine the Offerer's ability to meet the requirements of the Deliverables. Offerers shall submit examples of no fewer than three (3) of their most recent or ongoing contracts that demonstrate the ability to meet the requirements of the deliverables. Experience may be with either government or commercial organizations. Evaluation Criteria for Technical and Operational Capabilities, Soundness of Technical Approach and Compatibility with Existing Workflow, Publishing and Production Systems (Section M.) The Offerer's abilities to meet or exceed the following for the provision, implementation and integration of the Deliverable services shall be used in the evaluation process. The Offerer shall provide in their proposal, documentation and examples supporting their abilities in the following areas. Audio and Video Ingest and Transcoding Services 1. File-based Upload and Ingest 1.1. Ingest support for but not limited to the following file types: WAV, MP2, MP3, MP4, MOV, AVI file formats 1.2. A Browser-based file upload and ingest service for supported audio and video files 1.3. A Cross-Platform file upload and ingest software client for supported audio and video files 1.4. Support for the programmatic upload and ingest of audio and video files using standards-based HTTP Web Service calls including but not limited, POST, PUT and GET 1.5. Support for data interchange formats for asset metadata management including but not limited to, XML, RSS and JSON 2. Audio and Video Transcoding 2.1. Support for transcoding audio and video files using multiple audio and video codecs including but not limited to: AAC, H.264, HE-AACv1/v2, MPEG1-LayerIII, OGG, VP6, VP8, Vorbis, WebM, WMA, WMV 2.2. Support for segmented encoding of audio and video files for dynamic adaptive streaming [MPEG2-TS, FMP4] 2.3. Support for manual, user-assigned and programmatic pre-processing of source audio and video content 2.4. Support for user-assignable and programmatic encoding settings based on pre-defined rules 2.5. In addition, the vendor shall support popular "out of the box" syndication outlets without the need for customization, including but not limited to YouTube, Soundcloud, iTunes, Facebook and Twitter. 14.1. All reports shall be available at the BBG entity and language service level. 15.2. Provide a dashboard with content search functionality for editors and content producers to measure in real time standard measurements (hits, duration, geo-location) to better understand viewer and listener engagement. Interface shall allow users to produce and deliver custom reports available in a variety of formats including but no limited to csv and html file formats on demand. 15.3. Media Players shall have plug-in support for leading analytic vendors. Raw usage log delivery of client-side media player analytics shall also be required. 15.4. Automated reports shall be setup by the vendor as part of the on-boarding and migration process to include usage reports and a custom viewer/listener engagement report. 15.5. Reports shall be provided on-line with real-time traffic monitoring. Analytics shall include all BBG traffic served to the provided media players. Raw log delivery shall also be made available to BBG. 15.6. Reporting logs must be readable by major data analytics tools, including but not limited to; Splunk Webtrends, Omniture, Unica and CoreMetrics. 
 15.6.1. Provide usage statistics for language service content and programs by time of day requested in plays, total hours listened or viewed and average hours listened or viewed. 15.6.2. Reports shall include response codes and all error reporting to measure quality of service. Individual content statistical information shall show requested time of day, geographic origin and referring URLs where available. 15.7 Additional Media Player Client Reports shall be provided for (a) each language service, (b) each program within a language service, (c) the requested time of day, and (d) the geographic origin of requests, along with the following information where available; •· Total Number of Plays •· Duration of views or listens •· Average quarter hour viewers or listeners •· Number of Unique views •· Number of Player loads •· Ability to group play counts by tag/topic •· Metrics for content played from off-site domains •· Number of media files delivered to Flash or HTML5 players •· Viewer/Listener Engagement and Behavior Reports: These reports shall include the latest technologies supplied by vendor analytics toolkit(s) to marry quantitative information with qualitative aspects of specific content to user demographics and profiles. Application Programming Interfaces and Service Integration BBG may pursue a comprehensive all-entity integration effort spanning all related audio and video file asset management systems. The Contractor shall provide open web and database protocol and data connection standards that support the flow of information throughout the BBG. Deliverables for this effort may include but are not limited to the following: Integration efforts from all BBG audio and video file asset management systems Comprehensive, unified information architecture for all BBG audio and video production and publishing systems. API integrations with other BBG broadcast, digital and content management systems BBG on-premises transcoder integrations Customized workflows for audio and video production systems 16. Web Services / API Support BBG requires the Contractor support customizable workflows that integrate existing content and metadata from multiple digital asset management systems. The Contractor shall support a set of APIs that allow full access to the provided services for integration with current and future BBG production and publishing systems, including but not limited to; Dalet, Harris, AudioVault, Enco, FinalCut Pro, Pro Tools and Avid systems and BBG's digital publishing content management system. 16.1. Audio and Video Upload / Ingest API 16.2. Metadata Management API 16.3. Transcoding API 16.4. Publishing API 16.5. Player Customization API 16.6. Syndication Feed Customization using Open-Standard Data Interchange Formats [XML, MRSS, JSON] 16.7. Analytics API and access to all raw data collected client-side or server-side when applicable. 17. Security and Account Management 17.1. FISMA Compliance: Offerer shall provide documentation certifying FISMA compliance or provide a detailed approach to FISMA compliancy in relation to the following: • Boundary protection - Systems and applications shall be protected from unauthorized access, both from outside the agency and its contractors, and from within. • Intrusion detection - Requires reporting on cyber security, risks and responses. • Incident response - The NIST Controls document outlines specific steps to follow and functions to perform depending on the level of threat posed by the environment. • Risk Assessment - The organization must have an information security program that includes controls and checks to ensure effectiveness, including reporting on existing risks and responses. 17.2. Support for Administrative access for account management 17.3. Authenticated User Support 17.3.1. Support for Secure Login strong password enforcement 17.3.2. Provide procedures and safeguards to prevent unauthorized user account and password changes specifically regarding socially engineered attacks. 17.8. Support database layer protection 17.9. Provide clear security escalation procedures 17.10. Support scheduled backups for all Databases and Servers Technical and Operational Support 18. Provide comprehensive help-desk support for a global customer base. Technical support shall be 24x7 both on-line and phone. Support engineersand other technical or support staff shall be well trained and experienced on the core product base and offerings. Self-Service portals and communities must be readily available with sufficient documentation and a comprehensive knowledge base. Service Level Agreements (SLAs) shall be provided detailing service availability and shall cover issue escalation procedures, issue resolution time based on urgency levels determined by the customer and issue remediation. 18.1. An account manager shall be assigned by the Contractor to track issue creation and resolution ensuring SLA adherence. 18.2. The Contractor account manager shall be responsible for holding weekly status meetings with BBG or at times agreed to by the Contractor and BBG. 18.3. The Contractor shall assign a project manager to BBG for the integration of all contracted Deliverables for BBG entities. 18.4. The Contractor shall hold quarterly road map meetings with BBG. New product and service features shall be emailed to BBG COR before every new software release. Professional Services 19. Provide a professional services department that can be used at any time throughout the duration of the contract. • Project Manager • Solutions Architect • Systems Administrator • Flash/HTML5 Player developer • Player/CSS and html designer • Software developer • Information Architect • SEO Manager Contract Clauses 52.252-2 -- Clauses Incorporated by Reference (February 1998) This contract incorporates one or more clauses by reference, with the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available.
