Description
The purpose of this announcement is to fulfill the requirement of FAR 5.201. The National Institute of Standards and Technology, Material Measurement Laboratory, Applied Chemicals & Materials Division applies a variety of state-of-the-art technologies to advance fundamental and applied measurement science and technology for thermophysical and thermochemical properties. Areas of work include abstraction and assessment of published properties data in this field (archived in NIST's internal SOURCE database), value-added data products, assessments of data quality, and predictive technologies, which are broadly applicable in various areas of basic research, product and process design and system development. The Government's current requirement may be summarized as follows: Implementation and enhancement of data capture procedures (with Guided Data Capture (GDC) software developed at NIST) for thermophysical and thermochemical properties of pure compounds, binary and ternary mixtures, derived primarily from original sources published in the Russian language. It has been determined that there is only one source capable of performing this work (Mr. Ilmutdin Abdulagatov) given the need for an experienced engineer or scientist able to perform, document, and improve difficult science and engineering tasks with the following minimum professional requirements/qualifications determined to be necessary to perform this work: 1)PhD in discipline related to task, or applicable combination of education, training, or experience to perform technical work at a senior technician level 2)Recognition of competence through a track record of technical contribution 3)Experience with solving complex technical problems 4)Effective written and oral English communications 5)Have the following number of years of applicable education, training, or experience, or documented expertise of specialized technical skills (or combination of skills) demonstrating equivalence to years of experience: 2-6 years minimum, more desired. IAW FAR 5.203(a) & 6.302-1(d)(2), The Government intends to award a contract to Mr. Ilmutdin Abdulagatov with a performance period of 1 year for the date of award. Due to the highly technical nature of the work to be performed, Mr. Ilmutdin Abdulagatov is the only known resource with the technical capability, knowledge, and experience to satisfy the requirement. The estimated date of award of this action is 10/1/2013 with an effective date of 10/1/2013. Any responsible source that currently possess the requisite knowledge and experience to meet this requirement may submit information to demonstrate such; however, this announcement does not represent a solicitation as defined in FAR 2.101 and any subsequent submission in response to this notice does not obligate the government to make award to a source other than that identified above. To be considered, any information submitted in response to this request shall 1) be received no later than 8/1/2013; and 2) contain sufficient detail to demonstrate the capability and experience to meet the requirement; and 3) shall not exceed 10 pages including attachments.
