Description
"This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement." DUE TO ARTICLE VI OF SUPPLEMENTARY AGREEMENT 3 TO THE DEFENSE AND ECONOMIC COOPERATION AGREEMENT (1980) BETWEEN THE UNITED STATES GOVERNMENT AND THE GOVERNMENT OF TURKEY, THE UNITED STATES AIR FORCE INTENDS TO AWARD THIS UPCOMING REQUIREMENT (ONCE FUNDED) TO A BUSINESS CONCERN WITHIN THE COUNTRY OF TURKEY. THEREFORE, PROPOSALS FROM BUSINESS CONCERNS OUTSIDE OF TURKEY WILL NOT BE CONSIDERED. We are seeking sources that can provide the following items: Item 0001: Soccer Officials Item 0002: Wrestling Officials Item 0003: Volleyball Officials. Item 0004: Basketball Officials Item 0005: Flag Football Officials Item 0006: Softball Officials All officials must have a certification or have the ability to become certified, the contractor shall be familiar with the American sports rules pertaining to each sport, know the season's bylaws, and become familiar with the Incirlik Sports Constitution. The contractor and employees shall have an understanding of the English language to receive and communicate verbal instructions and provide requests. All potential employees must initiate an Installation Records Check background check conducted by the 39 SFS/SFAIP. Dependent and civilian employees must have a DCII or NAC clearance initiated or completed. These background checks must be completed no later than 10 days after the contract award or when they are employed by the contractor. If for any reason this is not accomplished and/ or the 39 SFS/ SFAIP discovers derogatory information the contractor or/ and employee shall not be allowed to officiate any sports games. No paper solicitations will be issued. Questions regarding this Sources Sought should be referred to POC 01, lisa.fisher.5@us.af.mil or POC 2, lois.ritter.1@us.af.mil. The United States Government will only award contracts to Turkish concerns registered with the Central Contractors database at https://www.bpn.gov/ccr/default.aspx Responses shall be received no later than close of business on 5 August, 2013. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed. Information provided will be used to assess tradeoffs and alternatives available for the potential requirement and may lead to the development of a solicitation. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. Any solicitation resulting from the analysis of information obtained will be announced to the public in Federal Business Opportunities in accordance with the FAR Part 5. However, responses to this notice will not be considered adequate responses to a solicitation.
