- INTENT TO AWARD AS A SOLE SOURCE: Commander, Navy Installations Command (CNIC), Millington, TN, a Non-Appropriated Fund Instrumentality (NAFI) of the Federal Government, intends to award a Sole Source, Firm-Fixed Price contract to the National Center on Shaken Baby Syndrome, 1433 N 1075, W Suite 110, Farmington, UT 04025. This source possesses specific knowledge and capabilities to perform the service noted below. The contract Period of Performance includes one base year and two option years. Background: The National Center on Shaken Baby Syndrome (NCSBS) is the only worldwide organization dedicated solely to the prevention of shaken baby syndrome (SBS) and abusive head trauma (AHT). Since 1990, the NCSBS's prevention and awareness programs have taught thousands of parents, students, and caregivers throughout the world. Programs include the PERIOD OF PURPLE CRYING program featuring a full color 11-page booklet and 10 minute DVD intended for parents of new infants to take home in order to review and share with other caregivers. The PURPLE program approaches SBS and infant abuse prevention by helping parents and caregivers understand the frustrating features of crying in normal infants that can lead to shaking or abuse. The proposed contract action, for which the NAFI intends to solicit and negotiate with only one source, shall adapt DoD Purple Crying hard copy and DVD training materials developed in 2007 for DoD into virtual online training guides, resources and applications. Those training aids will be posted on the NCSBS website allowing controlled access for applicable military care providers and professionals and military families. Medical providers, Family Advocacy Program prevention and education staff, child care providers and other personnel who work with expecting and new parents will access the site and complete a 1.5 hour training module created by NCSBS on disseminating the Purple Crying materials to expecting and new parents. CEUs will be available as applicable. This notice of intent is not a request for competitive proposals; however interested parties may identify their interest and capability to respond to the requirement. Interested parties with the capability of meeting the proposed requirements are requested to provide an e-mail to the Contract Specialist, Tricia Folts, at tricia.folts@navy.mil no later than noon on August 5, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. It is at the sole discretion of the NAFI to not compete the proposed effort on a full and open competition basis.
