- The Naval Medical Logistics Command intends to negotiate on a sole source basis (IAW FAR 8.405) with Dialog Medical®, 3075 Breckinridge Blvd., Suite 474, Duluth, GA 30096 as the only responsible source that can provide for iMedConsent TM web-based medical software for 28 Navy Military Treatment Facilities (MTFs) and 1 Army Medical Center. This acquisition is being conducted under the FAR 8.404 use of Federal Supply Schedules. Provisions and clauses in effect through Federal Acquisition Circular 2005-24 are incorporated. The proposed requirement is to acquire 1) iMedConsent TM web-based medical software manufactured by Dialog Medical®; 2)Dialog Medical Clinical Content annual license; 3) interface/integration services; 4) implementation and training support; and 5) USB signature pads. The iMedConsent is the only product capable of providing a standardized, GLOBAL informed consent, a Spanish language version and has applicability to interface with CHCS, Essentris and AHLTA. The integration with the DoD major medical systems will allow the patient consent to be linked to the patient encounter. This will also eliminate the possibility of the sign consent being misplaced or lost prior to the required procedure. This will eliminate delays in surgery due to lost or misplaced consents and reduce the cost of operating rooms scheduled and prepared for surgery that go unused do to rescheduling. The Navy Medical Department is currently leasing and using the iMedConsent software in the Navy's MTFs in an automated paper based scenario. The Navy Medical has invested over $1.3 million, two years of effort and has implemented the software in 20 MTFs. Dialog Medical is the sole reseller and proprietary manufacturer of iMedConsent. The iMedConsent meets all ethical standards, Joint Commission standards, and Federal law. Dialog Medical has pre-developed medical consents, while other companies require that you develop them with their assistance. Items being purchased in this acquisition: 1)iMedConsent TM web-based medical software manufactured by Dialog Medical®; 2) and their Dialog Medical Clinical Content annual license; 3) Interface/integration services; 4) implementation and training support; and 5) USB signature pads. The interface/integration services are to integrate iMedConsent with the Department of Defense (DoD) Medical systems, the Composite Health Care System (CHCS), Essentris and AHLTA. The contract will have a base plus four (4) option years estimated at $6,036,404.00. This acquisition is being conducted under FAR 8 - Use of Federal Supply Schedules. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 541519 with a Small Business Size Standard of 500 employees. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Based on the above information, the only technically acceptable system is provided by Dialog Medical.
