- This is a Sources Sought for Market Research Purposes Only. The VA VISN 2 Upstate New York Healthcare system is issuing a Sources Sought to determine how many vendors can provide a security system upgrade to the VA Medical center in Albany, New York. All work shall be completed at Government Furnished Facility in Albany, New York. This Sources Sought is to determine the capability of potential sources and the availability of sources and services pursuant to FAR Part 10. This notice is for informational purposes only and does not constitute an Invitation for Bid or Request for Proposal, and is not to be construed as a commitment by the Government. Responses should address how you will meet the Government's needs according to the description below and provide a brief capability statement. This is just a summarization of the requirement to determine interested sources. General Requirement: The Stratton VA Medical Center in Albany New York is currently seeking sources for the expansion to the facility wide security system. The current access control and security software system manufacturer is a Stanley B.A.S.I.S. system. A significant investment has been implemented in the current hardware and infrastructure system which is to remain. This requirement covers the software and hardware upgrades and additions to the current video surveillance, access control, software licensing, and additional items as summarized. This includes the expansion of the current system and will utilize both, an independent fiber optic network and tie in to the VA VPN infrastructure. Internet access will be part of the requirement; completed system installation will require connection through the Hospital VPN System and an understanding of the requirements for such access. Additionally, as part of the expansion of the current video surveillance system, replacement of 47 indoor existing cameras, 15 outdoor existing cameras, 11 new outdoor cameras to be installed, 2 new indoor cameras to be installed, a total of 12 cameras will be purchased, but not installed. Additionally, as part of the system expansion, the installation of a 100 capacity and 30 capacity electronic key control system, 9 new intercom systems, and one mass notification system, also included are 3 visitor management systems with software licensing, a total of 41 new (18 to be installed under this project) swipe access controls for various doors, including all hardware (i.e., mortised electronically operated locksets, cylindrical electronically operated locksets, mag-locks, and electric strikes where indicated on the drawings and specifications), also included are 22 updated Intelligent System Controllers (ISC) for the current computer security system (Lenel) will be required. All labor and material for the complete installation, of all networking for video surveillance systems, intercom, key control program, mass notification software program, ISC boards, card assess, door hardware, computer infrastructure including all hardware and software, programming, commissioning, and training of 17+ staff will be required. Additionally, all necessary dedicated electrical circuitry for power up of all equipment outlined in this scope. Dedicated circuitry will be from the electrical panels outlined by the VA. 2 year parts and labor maintenance coverage for all security systems installed at the Albany VAMC would be needed. Systems included as part of this requirement and existing current systems installed including all hardware and software systems for video surveillance, access control, key management, intercom systems, visitor management systems, software updates and licensing, troubleshooting and repairs to hardware and software systems will be included in the 2 year parts and labor maintenance agreement, in addition to the internet connection subscription for 2 years. 1.Equipment: It is estimated that the following equipment will be purchased (new): 1.64 - Existing cameras will be upgraded throughout the campus 2.24 - Additional Surveillance Cameras will be installed in various areas on campus 3.4 - Network Video Recorders 4.5 - Network Video Decoders 5.4 - 46" LCD CCTV Video Monitors 6.22 - Intelligent System Controllers will be upgraded with new Lenel LNL-3300. 7.41 - LNL-2020W Mag Reader w/keypad 8.12 - Mortise Electronically Operated Lockset as part of the swipe card access 9.24 - Cylindrical Electronically Operated Lockset 10.36 - Armored Loop as part of the card access 11.12 - Concealed door contacts as part of the swipe card access 12.28 - 12Volt 7 AH Batteries 13.6 - Altronix 6 AMP ACM Series Controller/Power Supply 14.3 - New Zenitel Stentofon desk style intercom stations tied into software program 15.6 - New Zenitel Stentofon surface mounted intercom stations tied into software program 16.1 - Key Control Management System (one 100 capacity, and one 30 capacity system) 17.1 - Updated security management system software to "Lenel Onguard", all systems must be licensed and tied through this updated program. 18.18 - Wall mounted network racks to house new switches (various locations throughout facility) 19.18 - Network Switches installed in various locations in approved racks 20.3 - Visitor Management Module (Lenel DataConduIT License) 21.3 - Existing client workstations to be replaced 22.1 - Access Control Server for high performance video client 23.1 - Software based Mass Notification System tied into Lenel security system 24.3 - FIRETIDE HotPort 7100, Indoor MIMO-802.11n capable Dual Radio 25.3 - FIRETIDE HotPort 7020, Outdoor MIMO-02.11n capable Dual Radio w/enclosures 26.27 - LNL-1320 Dual Reader Interface Cards 27.3 - FIRETIDE Hotview ProMesch Network Management Software 28.2 - Minuteman 3000VA, 2U Rack Mounted UPS 29.17 - Minuteman 750VA, 2U Rack Mounted UPS 30.1 - Rack Mounted Access Control Server 31.4 - Swivel/Tilting TV mounts for 46" video monitors 32.Network Communication Cable - CAT 6, Belden 9841, 9842 SPEC (No Sub) RS-485 and 6 strand Multimode (62.5/125) Plenum Fiber Cable. 33.Internet provider subscription for remote access
