- THIS PROCUREMENT IS A 100% SET-ASIDE FOR SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESS (SDVOSB) FIRMS. VISN 5 Network Contracting anticipates the award of a firm-fixed-price contract for Services to Upgrade Electrical Distribution Circuit Directories, Project No. 512-11-130 located at the VA Maryland Healthcare System Medical Center, 10 North Greene Street, Baltimore, Maryland 21201. Contractor will be responsible to provide all supervision, labor, materials, and equipment necessary to update or provide new distribution system directory for all the electrical panels (approximately 700) and install proper labeling for the electrical equipment including but not limited to panel boards, switches, switchboards, ATS, transformer, circuit breakers, outlets, bus ducts, AHUs, A/Cs, motors, fans etc. All labeling shall conform to NEC standards. Contractor shall conduct site survey and investigation of the existing electrical system prior to any work being performed on site. Survey work shall consist of a combination of visual confirmation and electronic circuit tracing to produce printed panel directories for the surveyed panels and an electronic file of the panel directories for both the normal and emergency power service. Directories shall be produced and installed in the panels at the completion of work in each service bay or area. The directories shall show the location or room number of the equipment listed. Contractor shall also provide panel schedules for each electrical panel. Each circuit in the panel schedule shall show area being served, equipment being fed, location, equipment rating, volt-ampere usage, size type and number of poles for each breaker or fuse. The contractor shall label every outlet with the panel number and circuit number according to VA guidelines. The labels shall be placed on the face plate or other surface that will not be painted. All above work will be in accordance with the specifications and drawings that will be provided in the solicitation package. The work shall include the following: Employee Identification and Security Clearance will be required for all contractor employees. Proper identification (valid citizen and non-citizen ID cards, valid passport or naturalization papers) to go through the required access for the VA Medical Center. All documents and requirements will be specified in the solicitation package. All work is to be completed within approximately 365 calendar days after date of receipt of notice to proceed. The applicable North American Industry Classification System Code for this procurement is 541350. To be considered a small business under this code the SBA size standard must not exceed $14.0 Million. The Invitation for Bid (IFB) solicitation will be issued on or about August 7, 2013. All information for this solicitation will be posted on FedBizOpps http://www.fedbizopps.gov. The Government will not provide paper copies of the solicitation. Offerors will be responsible for downloading their own copy of the solicitation package, drawings and subsequent amendments, if any. The solicitation will be issued pursuant to the authority of Public Law 109-461, 38 U.S.C. 8127 and 8128. Telephone, written, facsimile, or e-mail requests for the solicitation will NOT be honored. Potential Offerors MUST register at FedBizOpps www.fedbizopps.gov in order to receive notifications and/or changes to the solicitation. Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information. The Interested Vendors List (IVL) will be activated and may be accessed and printed from the FedBizOpps website. All interested parties MUST be registered in the System for Award Management (SAM) Database (www.SAM.gov) and Vendor Information Pages (VIP) at: www.vetbiz.gov database as a SDVOSB firm, and must have current record in the Online Representations and Certifications Application (ORCA) prior to submission of bid.
