Description

Brand Name Justification NOTICE OF INTENT TO AWARD ON SOLE SOURCE/BRAND NAME BASIS The Department of Education, Federal Student Aid (the Department), intends to award under the authority of FAR 13.5 to Lancer Corporation, (a reseller of Microstagey software maintenance), 712 Day Lane, Alexandria VA 223146247. This procurement is being conducted over the Simplified Acquisition Procedures (SAP). This software is used extensively within FSA for business intelligence and reporting. It is the data warehouse, data mining and reporting tool standard for FSA. It is used to build data marts using extracts loaded from FSA's systems. Reports and metrics are created from these data marts to support management of institution based programs and student information. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified points of contact not later than Saturday, July 27, 2013 at 12 pm EST. Such capabilities/qualifications will be evaluated solely to determine whether or not to conduct this procurement on a competitive basis. A determination by the Department not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Department. This notice of intent is NOT a Request for Quotation (RFQ) for competitive quotes. Oral communications are not acceptable in response to this notice. Interested parties may submit any information for consideration by the Department to Demetrice.parker@ed.gov with "WTOD" referenced in the subject line.
