Description
The United States Army Corps of Engineers (USACE) Engineering Research and Development Center - Construction Engineering Research Laboratory (ERDC-CERL), on behalf of the USACE Engineering Research and Development Center - Cold Regions Research Engineering Laboratory (ERDC-CRREL), intends to award a contract on a sole source basis on to Micro Photonics Inc upon the basis of the authority provided in 10 U.S.C. 2304(c)(1) and implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. ERDC-CERL intends to purchase a high energy micro computed tomography (CT) scanning system to support research on snow and ice microstructure with applications in climate reconstruction from ice cores and satellite validation; exploiting sensing for patterns LiDAR work; fluid transport in sea ice; sliding friction over snow-covered terrain with application in sled mobility; explosive residue detection in soils; imaging compacted snow drift structure with application in fluid dynamics analysis with particular emphasis on flow through pore space; fluid transport in freezing porous media and its application in contaminant fate and transport; examination of stress-induced soil particle mobilization in permafrost for engineering purposes; and snow metamorphism. After extensive market research it was determined that Micro Photonics Inc is the only vendor that can provide an item that will meet the laboratory's specifications. These specifications include: 1) Capable of being cold-hardened, allowing the instrument to function in temperatures at or below -10 C 2) Compact and capable of being transported in the field 3) Durable enough to endure austere working conditions 4) Resolution of 4-7 micrometers 5) Ability to handle a sample size of greater than 10cm in any given orientation to allow imaging of a variety of porous media This Notice of Intent is not a request for competitive quotations; however interested parties may identify their interests and capability to respond to this requirement by 10:00 AM EST, August 9, 2013, by e-mail to andrea.j.krouse@usace.army.mil. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
