- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number W9114F-13-T-0043 is issued as a request for quotation (RFQ). Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-50, effective 16 March 2011. Not a set-aside. North American Industry Classification System (NAICS) code for this solicitation is 334510. The Europe Regional Contracting Office has a requirement to purchase: eight (8) Cosmed Fitmate PRO (Brand Name or Equal) Cardio Pulmonary Exercise Testing desktop system, Metabolic Analyzer and Sub Max V02 Testing Device, Europe 220V/50Hz; seven (7) Cosmed Fitmate PRO Carts (Brand Name or Equal); and 24 Cosmed Adapter RMR Flowmeters (Brand Name or Equal) compatible with Cosmed Fitmate PRO (Brand Name or Equal). Vendors offering an equal product must submit a written narrative describing how the offered product meets the technical factors of the Brand Name product. Factor I - Technical. Line Items 0001; 0003; 0005 and 0007 Cosmed Fitmate PRO (Brand Name or Equal), Cardio Pulmonary Exercise Testing desktop system, Metabolic Analyzer and Sub Max V02 Testing Device, Europe 220V/50Hz, shall, at a minimum: Allow execution of VO2 max and sub max test with most of cyclergometers and treadmills available on the market (i.e. Ergoline, Trackmaster, Technogym, Monark etc.) Display warnings and quality control messages during tests (mask leaks, breathing pattern etc.). Validate measuring of VO2max and maximal oxygen consumption with a sub-maximal protocol. Capability of calculating BMR and submax V02 on one machine for healthy nutrition assessments and fitness assessments. Multiple interface options which allow the machine to work with treadmills for subVO2 testing to control the protocols. Single portable unit to be able to perform assessments in various locations. Built-in display to allow selection of test, input of demographic data, calculation of lifestyle/exercise calories, and manipulation of results if necessary without the use of a laptop. Reusable interface (mask, air line, etc) that can be properly sanitized/cleaned and used for multiple clients. Capability to upload data on educator's computers for counseling and charting purposes. Include Nutritional Assessment programs based on Energy Balance equation, Weekly Dietary plan and software (w/USDA Database) for Individual weight management. Measure Resting Energy Expenditure (REE) oxygen consumption at rest (REE, RMR), comparable with conventional metabolic carts. Include capability to execute Tests either with face masks (single or multi-use) or, optionally, with an integrated canopy hood. Compact desktop device Display Color LCD 320 x 240 pixel Built-in high speed thermal printer 12 cm (4,7 in) to print results for clients during the session. Fitmate PRO (Brand Name or Equal) RMR - Flowmeter, Fitmate PRO (Brand Name or Equal) RMR masks (10 pcs), Fitmate PRO (Brand Name or Equal) VO2max - flowmeter, Silicone face mask, Head cap for silicone mask, AC/DC Adapter, USB cable, Ergometer Cable, Fitmate PRO (Brand Name or Equal) PC Software (CD-Rom), Body meter Oxygen sensor POLAR HR-Belt & Probe Carrying Cases Two copies of the Operator's Manuals in English Two copies of the Maintenance Manuals in English Display and control labels will be in English Statement of warranty terms and conditions in English FDA approved, 510K compliant as required. Products quoted shall be new and not a used or re-manufactured product. Line Items 0002; 0004; 0006 and 0008 Cosmed Fitmate Pro Cart (Brand Name or Equal), shall be compatible for the easy movement of the Cosmed Fitmate PRO (Brand Name or Equal), Cardio Pulmonary Exercise Testing desktop system, to include, at a minimum: Ergonomic design Compact and robust wheels for the transport of Fitmate PRO (Brand Name or Equal) printer, masks, printouts, carrying case. Factor II - Price. The Government will select the quote that is based upon the lowest evaluated price, technically acceptable quote. All CLINs shall have been priced by the vendor. If the vendor failed to price all CLINs, the quote will not be considered for award. ADDENDUM TO FAR 52.212-2 The Government will issue a Purchase Order to the quoter whose quote represents the best value to the Government, price and other factors considered. Award will be made on the basis of Lowest Price, Technically Acceptable (LPTA) quote. If any Technical requirement below is rated quote mark Unacceptable, quote mark then the Government will no longer consider issuing a Purchase Order to that quoter, thus the quoter will be ineligible for award. EVALUATION STANDARDS. The quoter's technical quote will be evaluated using the following standards for a final rating: ACCEPTABLE: A quote that offers a product which meets all technical requirements identified in the solicitation. UNACCEPTABLE: A quote that offers a product which fails to meet one or more of the technical requirements identified in the solicitation. SPECIAL NOTE: All vendors must be registered in the System for Award Management (SAM) prior to award, and lack of registration shall make an offer ineligible for award.
