Description
J&A The 106th Rescue Wing of the New York Air National Guard intends to solicit and award a Firm-Fixed-Priced (FFP) contract to PlayCore Park & Play Structures and is intended as a sole source award directed to PlayCore Park & Play Structures of Chattanooga, TN, in accordance with FAR 6.302-1 and 10. USC 2304(c) (1), Only One Responsible Source and no other supplies or services will satisfy agency requirements. The proposed action is for procurement of: CLIN0001: 20' Rope / Rope Ladder / Caving Ladder Station-Designed to prepare Pararescueman (PJs) / Combat Rescue Officers (CROs) of the 103RD Rescue Squadron (RQS) for fast rope, rope ladder, & caving ladder operations. These activities are performed using vertical-lift aircraft & ocean-going vessels underway during combat & civil rescue & recovery operations. Prior to conducting "live" training &/or "real-world" operations on aircraft & ships, it is considerably safer & more productive to perform these maneuvers in a controlled, static environment where progressive overloads can be strategically introduced, ensuring mission success. CLIN0002: Dip Station-Designed to physically prepare Pararescueman (PJs) / Combat Rescue Officers (CROs) of the 103RD Rescue Squadron (RQS) for the demands of combat & civil rescue & recovery operations. Such activities are highly taxing on the body and mind. Adequate operator preparation is imperative. Prior to conducting "live" training &/or "real-world" operations, it is considerably safer & more productive to perform maneuvers likely to be encountered on a rescue/recovery in a controlled, static environment where progressive overloads can be strategically introduced. Parallel bar dips produce upper-body strength necessary to traverse certain obstacles found in "the field" & ensure mission success. CLIN0003: Pull-up / Chin-up Station-Designed to physically prepare Pararescueman (PJs) / Combat Rescue Officers (CROs) of the 103RD Rescue Squadron (RQS) for the demands of combat & civil rescue & recovery operations. Such activities are highly taxing on the body and mind. Adequate operator preparation is imperative. Prior to conducting "live" training &/or "real-world" operations, it is considerably safer & more productive to perform maneuvers likely to be encountered on a rescue/recovery in a controlled, static environment where progressive overloads can be strategically introduced. Pull-ups / chin-ups produce upper-body strength necessary to traverse certain obstacles found in "the field" & ensure mission success. CLIN0004: Sit-up Station- Designed to physically prepare Pararescueman (PJs) / Combat Rescue Officers (CROs) of the 103RD Rescue Squadron (RQS) for the demands of combat & civil rescue & recovery operations. Such activities are highly taxing on the body and mind. Adequate operator preparation is imperative. Prior to conducting "live" training &/or "real-world" operations, it is considerably safer & more productive to perform maneuvers likely to be encountered on a rescue/recovery in a controlled, static environment where progressive overloads can be strategically introduced. Sit-ups produce torso / lower-body strength necessary to traverse certain obstacles found in "the field" & ensure mission success. CLIN0005: Box Jump Station- Designed to physically prepare Pararescueman (PJs) / Combat Rescue Officers (CROs) of the 103RD Rescue Squadron (RQS) for the demands of combat & civil rescue & recovery operations. Such activities are highly taxing on the body and mind. Adequate operator preparation is imperative. Prior to conducting "live" training &/or "real-world" operations, it is considerably safer & more productive to perform maneuvers likely to be encountered on a rescue/recovery in a controlled, static environment where progressive overloads can be strategically introduced. Box jumps produce lower-body strength & power necessary to traverse certain obstacles found in "the field" & ensure mission success. CLIN0006: Horizontal Ladder Station- Designed to physically prepare Pararescueman (PJs) / Combat Rescue Officers (CROs) of the 103RD Rescue Squadron (RQS) for the demands of combat & civil rescue & recovery operations. Such activities are highly taxing on the body and mind. Adequate operator preparation is imperative. Prior to conducting "live" training &/or "real-world" operations, it is considerably safer & more productive to perform maneuvers likely to be encountered on a rescue/recovery in a controlled, static environment where progressive overloads can be strategically introduced. Horizontal ladder movements produce upper-body strength & coordination necessary to traverse certain obstacles found in "the field" & ensure mission success. PlayCore Park & Play Structures (PPS) is the only outdoor fitness equipment manufacturer that produces high-strength, all-steel, extremely-durable, adequately-anchored, corrosion-resistant coated stations that are capable of withstanding high levels of humidity & salt in the air that come from being a coastal base nearly 2-miles from the ocean. No other company produces outdoor training equipment that can withstand the environmental & operational requirements needed to accomplish the 103RD's training objectives. PPS equipment can handle the 750-1000 lbs. loads (3 operators in 80-100 lbs. of kit) that will likely be encountered during training iterations. PPS equipment is also secured into the ground using specific techniques & equipment that account for the soft, sand-based solid that is found throughout the base. Many other military organizations have selected PPS for their outdoor training areas. PPS equipment will, in the long run, save the government money & time, while directly contributing to the 103RD's operational readiness & operator longevity. As a side note, the humidity & salt has already caused much of the 103RD's indoor physical training equipment to quickly corrode & the 103RDs building is climate controlled. These items will need to be replaced soon. ROPE STATION SPECIFIC: No other rope station on the market has the clearance, dimensions, durability, & adjustability necessary to accomplish the 103RD's training objectives. DIP STATION SPECIFIC: No other dip station on the market has the clearance, dimensions, & durability necessary to accomplish the 103RD's training objectives. PULL-UP / CHIN-UP STATION SPECIFIC: No other pull-up / chin-up station on the market has the clearance, dimensions, & durability necessary to accomplish the 103RD's training objectives. SIT-UP STATION SPECIFIC: No other sit-up station on the market has the clearance, dimensions, durability, & adjustability necessary to accomplish the 103RD's training objectives. BOX JUMP STATION SPECIFIC: No other box jump station on the market has the clearance, dimensions, durability, & adjustability necessary to accomplish the 103RD's training objectives. HORIZONTAL STATION SPECIFIC: No other horizontal ladder station on the market has the clearance, dimensions, & durability necessary to accomplish the 103RD's training objectives. This is the sole source for these items in the United States. The material used is required to meet the mission-specific physical preparedness of Combat Rescue Officers, Pararescuemen, and Survival, Escape, Resistance, and Evasion Specialists. There are no other companies who can produce equipment that meets the demands of the Squadron's outdoor training area requirements. This equipment is manufactured using thicker-gauge steel, capable of withstanding heavy loads, (multiple operators in combat equipment) through the years of frequent use. Further, the equipment is the safest around and treated with a special protective coating that will prevent it from degrading in humid/high-salt environments, which is a huge concern for coastal military units. There is no known source that can provide the existing equipment. This procurement is a Request for Quote under solicitation number W912PQ-13-T-0486. The North American Industry Classification System (NAICS) number for this acquisition is 339920 and the size standard is 500 employees. The posting date for this Synopsis is 25 July 2013 and the closing date for the responses is 5 August 2013. All responsible sources may submit a capability statement and quotation which shall be considered by the agency.
