- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a Combined Synopsis/Solicitation for the purchase of commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. Quotes are being requested and this solicitation F7H4MD3162A001 is being issued as a Request for Quote (RFQ). This procurement is a Total Small Business Set-Aside. The NAICS code is 423450. The following commercial items are being requested in this solicitation; CLIN 0001: RAELing3 Mesh Modem Kit (OR EQUAL) with charging adapter and accessorites. One unit to be used as MESH network transmitter for up to four (4) MultiRae's within 300 feet and the other to be used as the Host receiver on your PC running ProRae Guardian. Kit to include: RAELink3 Mesh with GPS, rugged antenna, charging adapter with AC cable, hard transport case, quick reference guide and resource CD, RS-232 cable (for connection to devices not equipped with mesh radio). QUANTITY: 2 EACH. The provision at FAR 52.212-1, Instructions to Offerors-Commercial Items. Quotes will be evaluated and a contract will be awarded to the offeror who offers the best value in accordance with the following evaluation factors for this requirement. The following factors shall be used to evaluate offers (listed in relative order of importance): 1. Technical 2. Price. The provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, and the offeror must include a completed copy of this provision with their proposal. The clauses at FAR 52.212-4, Contract Terms and Conditions-Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes of Executive Orders-Commercial Items; 52.216-22 Indefinite Quantity; 52.232-16 Progress Payments. Specifically, the following clauses cited are applicable to this solicitation: DFARS 252.204-7004, Required Central Contractor Registration; DFARS 252.225-7001, Buy American Act and Balance of Payment Program. The Government reserves the right to award on a multiple award or an all or none basis. All firms must be registered in the Central Contract Registration database at www.ccr.gov and shall be considered for award. All responsible proposals will be considered.
