- The CONTRACTOR shall supply all supervision, labor, equipment, tools, and incidentals required to complete the work outlined in the statement of work section unless specified otherwise. The work under this project Replacement of Throat Burner at the Canandaigua VA Medical Center, 400 Fort Hill Avenue, Canandaigua, NY 14424. Statement of Work 1.0General. 1.1Background: The Canandaigua VA Medical Center (VAMC) has one main steam heating plant located in Bldg. 12 on the VA Medical campus. It houses three 25,000 lb/hr Keeler water tube boilers built in 1966. The 2012 Internal Boiler inspection was performed in July and the Inspection Report noted that the burner throat in number 2 boiler needed to be replaced before next year's internal inspection, due to the poor condition found during the inspection. 1.2Scope: The VA is requesting the services of a contractor that specializes in boiler refractory work, to: 1.Demo and remove existing throat in #2 boiler inside firebox. (confined space) Dispose of removed material in a container furnished by the VA. 2.Inspect steel shell for deficiencies and notify VA personnel if found. 3.Supply and install new, OEM burner throat insulation, as needed. Apply NO coating(s) to the refractory of the newly installed throat. 4.Inspect remaining refractory and notify VA personnel of any deficiencies. 5.Clean combustion chamber and demobilize from work site after final inspection by the Boiler Plant Mechanic and/ or The Boiler Plant Supervisor. 1.3Deliverables: All materials and labor provided by the contractor. Payment after satisfaction of final inspection as stated above, and forwarded through the COR to the CO. VA shall provide: Water, electric (120V), compressed air (if needed), feed water pumps for hydrostatic testing (if needed), and wash up/toilet facilities for the workers. No asbestos exposure expected. Confined space permits will be issued daily by the VAMC Fire Department. 2.0Boiler Information: 2.1Keeler/ Dorr Oliver DS-10-6, with a type WB-1-18---Auto---#2 oil and Natueal Gas--- IRI, FM, NFPA.. (Faber Burner) 2.2Throat: RN-18 2.3Gas Ring: VP-18 2.4Refractory, partial, Rockspar B. ( On some pieces of left over refractory) 3.0Job Schedule: 3.1Work must coincide with Boiler Plant scheduled annual internal inspections. By regulation, the Boiler Plant can only have one boiler off-line at a time. The refractory work can only take place when boiler is off-line and down and open for inspection. This timeframe is somewhat flexible and the down time duration can be as much as four weeks. Boiler internal inspections take place during the Summer months. Usually June, July and August, but can stretch into September if necessary. Number 2 boiler was inspected last year (2012) in the month of July, but can be moved to a later schedule, into August or September, dependent upon completion of contract and award. This procurement has been set aside 100% to Service-Disabled Veteran Owned Small Business concerns. Offers from other than Service-Disabled Veteran Owned Small Business concerns will NOT be considered and shall be rejected. Please pay particular attention to the evaluation section of this solicitation. Solicitation packages will be available via FedBizOpps.gov on or about 8/1/13. All questions concerning this project MUST be in writing and NO phone calls will be accepted. NAICS code is 238220 (Plumbing, Heating, and HVAC Contractors). Size standard is $14.0 million. Project Cost Range is less than $25,000.. A walk through will be scheduled and bidders are encouraged to attend it. It will be the only walk through scheduled. Walk through date will be listed on the solicitation. Bidders should re-visit the website located at www.fedbizopps.gov periodically to look for updates. All requests for information are required to be submitted in writing to the Contracting Officer and shall be received prior to the bid opening by the date specified in the solicitation. NO hardcopies, NO telephone inquiries or questions, ONLY in writing, will be accepted no later than ten (10 days) prior to bid opening. Award is subject to availability of funds. This project requires bonding and all bid submissions shall be made in triplicate hardcopies. Faxed or emailed bids will NOT be accepted.
