- The Centers for Disease Control and Prevention, Division of National Center for Environmental Health, intends to award a sole source purchase order to Thermo Fisher Scientific, 1400 Northpoint Pkwy Ste. 50, West Palm, FL 33407-1976, for the acquisition of ten (10) Trace 1310 Gas Chromatographs and associated components. The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 334516, Analytical Laboratory Instrument Manufacturing and the small business size standard in number of employees is 500. The period of performance for this procurement is 4 months. The Persistent Organic Pollutants (POPs) Laboratory performs the measurement of environmental toxicants using gas chromatography/isotope-dilution high-resolution mass spectrometry (GC/ID-HRMS) techniques. The Persistent Organic Pollutants (POPs) Laboratory performs ultra-trace level measurements of numerous persistent environmental toxicants such as: polychlorinated dibenzo-p-dioxins (PCDDs) and dibenzofurans (PCDFs); polychlorinated biphenyls (PCBs); organohalogen pesticides; polybrominated dibenzo-p-dioxins (PBDDs) and dibenzofurans (PBDFs); polychlorinated naphthalenes (PCNs) and polybrominated diphenyl ethers (PBDEs). These POPs measurements are made using human serum and milk specimens in support of a wide variety of national and international biomonitoring and epidemiological studies, including the National Health and Examination Surveys NHANES). Thermo Electron is the sole provider and manufacturer of the Trace 1310 Gas Chromatographs and TriPlus RSH Autosamplers for the Thermo Electron DFS High Resolution Mass Spectrometers. All of our current Clinical Laboratory Improvement Amendments (CLIA) certified gas chromatography/isotope-dilution high-resolution mass spectrometry laboratory methods were developed, over a period of many years, using Thermo Electron DFS High Resolution Mass Spectrometry systems. All of our existing gas chromatographic programs and methods can be directly transferred to the new instrumentation without modification and will not require added personnel time and expense for new method development, thereby minimizing mass spectrometry instrument down-time that could affect productivity and adversely impact current and future project deadlines. Responsible sources that believe they possess the expertise and capabilities identified above are encouraged to submit capabilities statements to the Contracting Officer within 15 days from the posting date of this notice. The Government will review all capabilities statements submitted and determine if other qualified sources do exist that could provide this requirement. At minimum your capability statement should include: Your staff expertise, including your availability, experience, and formal and other training; Your current in house capability and capacity to perform the work; Your completed projects of similar nature;Your corporate experience and management capability; Provide any examples of prior completed Government contracts, reference, and other related information. Information received in response to this announcement will be used solely for the purpose of determining whether to conduct a competitive procurement. The capability statements shall be submitted electronically via e-mail to the Contracting Specialist Matthew Ellington at mce8@cdc.gov on or before 2:00 pm (1400) EASTERN STANDARD TIME on August 14, 2013.
