Description
Contracting Office Address: Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 9609 Medical Center Drive Room 1E626 Bethesda, MD 20892 Description: The National Cancer Institute (NCI), Center for Cancer Research (CCR), Laboratory of Pathology plans to procure on a sole source basis with Dako North America Inc., reagent kits for the Artisan Link Pro Special Stains System. The reagents and slides will be used for the staining of irreplaceable tissue samples. Additionally, the reagents and slides must be compatible with the Artisan Link Pro Special Stains System. The products herein are being procured in accordance with the simplified acquisition procedures as authorized by FAR Part 13.106-1(b)(2). The North American Industry Classification System code is 325413 and the small business standard is 500 employees. Only one (1) award will be made as a result of this solicitation. This will be awarded as an Indefinite Delivery Indefinite Quantity (IDIQ) type contract. It has been determined there are no opportunities to acquire green products or services for this procurement. The Laboratory of Pathology currently uses a specialized autostainer called the Artisan for complex staining procedures. The Artisan has provided consistent staining of irreplaceable tissue samples over a decade of continued reliable use. Since all tests performed on the Artisan have been comprehensively validated based on College of American Pathologist (CAP) & Clinical Laboratory Improvement Amendment (CLIA) regulations for clinical uses, the same reagents and instrumentation must be used. Regulatory oversight requires development of Standard Operating Procedures (SOP) using defined reagents. To maintain the consistency and reproducibility of each test, the Laboratory of Pathology would also like to upgrade the current autostainer instrument to the Artisan Link Pro Special Stains System. The purchase of reagents shall include the rental cost, warranty, and service of the Artisan Link Pro Special Stains System. All reagents/antibodies shall have a minimum of twelve (12) months shelf life upon delivery to the NIH facility in Bethesda, MD. The Contractor shall deliver the reagents/antibodies within three (3) working days after receipt of each Record of Call. The period of performance will be for a base period of 12 months and four (4) 12 months option periods. The minimum quantity for the entire contract will be 6,400 slides. The minimum quantity requirement will be at the base year. The maximum quantity shall not exceed 7,780 slides per period. This is not a solicitation for competitive quotations. However, if any interested party, particularly small businesses, believe they can meet the above requirement, they may submit a statement of capabilities via fax or email. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. The capability statement must be received in the NCI contracting office on or before 4:00 PM EST on August 12, 2013. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the System for Award Management (SAM) www.sam.gov. No collect calls will be accepted.
