- Small Business Sources Sought Notice for the National Addiction and HIV Data Archive Program This is a SMALL BUSINESS SOURCES SOUGHT NOTICE to determine the availability of small businesses (e.g., 8(a), veteran-owned small businesses, services-disabled veteran owned small businesses, HUB Zone small businesses, small disadvantaged businesses, and women-owned small businesses) having capability to do the following: (1) maintain a primarily social science addiction and HIV focused data archive including obtaining data, constructing alone and in combination with original investigators metadata, and possessing developed archive tools to perform functions such as searching for single and multiple variables within and across datasets, performing on-line analysis of archived data in a manner that does not require download of dataset, and maintaining a bibliography tool (2) demonstrate expertise in and capability to assess data disclosure risk, determine the safest way for data to be accessed to minimize risk, and make data available in the appropriate manner (fully available, restricted access, virtual data enclave, physical data enclave), (3) provide technical assistance to both data depositors and data users to ensure greatest use of data, (4) have access to an established community of data users to whom the archived data can be marketed, and (5) have experience in and the capability to offer trainings on archived datasets and appropriate analytical tools to apply to archived data. The National Institute on Drug Abuse (NIDA) National Addiction and HIV Data Archive Program (NAHDAP) has played a major role in promoting the secondary use of social science addiction and HIV data by providing archived data as well as building metadata, providing tools to ensure ease of use of the data (variable search, on-line analysis, multiple ways to access more sensitive data including restricted access and the capacity for a virtual data enclave), providing technical assistance to depositors and users, and providing training on the datasets and analytic tools for use on the archived data. In addition, the archive has worked with highly sensitive datasets and conducted risk assessments to ensure the protection of human subjects, making restrictions on access to the data according to the level of risk posed. The prospective offeror must possess the necessary equipment, facilities, and developed infrastructure (websites, data archiving capacity, tools for mining and exploring the data, model sharing legal agreements, etc.) for this project. Additionally, the offeror must have experience in data archiving, including experience in the areas listed above, and must be able to demonstrate that they are a leader in the field of data archiving by showing peer reviewed and other publications relevant to maintaining a social science data archive and demonstrating cutting edge knowledge of data archiving. They must also have developed infrastructure to support restricted use to data through a variety of practices depending on data sensitivity, ranging from experience with restricted access to possession of the necessary infrastructure to support a virtual data enclave. The established NAICS code is 541712. Information sent should be relevant and specific in the technical area under consideration, on each of the following qualifications: 1) Experience: An outline of previous similar projects, specifically identifying the infrastructure already in place to house an archive and perform related archive tasks in the areas described above including providing technical assistance to depositors and users and assessing and assigning risk levels; 2) Personnel: Name, professional qualifications and specific; experience in the work requested and knowledge of, and experience in, data archiving in the field of drug abuse research including relevant publications related to data archiving; 3) Facilities: Availability and description of developed archive infrastructure, facilities, and equipment required to conduct this type of work as outlined above; and 4) Training Capabilities: demonstrated capacity and experience conducting trainings related to topical data archives. Any other specific and relevant information about this particular area of procurement that would improve our consideration and evaluation of the information presented is desirable. Organizations should demonstrate capability to administer and coordinate interrelated tasks in an effective and timely manner. Documentation may include, but not be limited to, contracts both Government and commercial the organization performed, references, i.e., names, titles, telephone numbers and any other information serving to document the organizations capability, e.g., awards, commendations, etc. THIS IS NOT A REQUEST FOR PROPOSALS: This notice is for information and planning purposes only and does not commit the Government to any contractual agreement. The Government does not intend to award a contract based on responses under this announcement nor otherwise pay for preparing any information sent for the Government's use. Any proprietary information should be so marked. All capability statements must provide the following: 1) company name and address; 2) point of contact, 3) phone/fax/email; 4) NAICS Code(s), 5) business size and status; 6) capability information in response to the requirement and qualifications identified in this notice; and 7) type of small business your organization classifies itself as (i.e.: women-owned, HUBZONE, etc.).
