Description
PRESOLICITATION This solicitation is being posted to both the Federal Business Opportunities (FBO) site located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/, however, NECO is currently down. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. The Naval Surface Warfare Center, Crane Division has a requirement for the evaluation and repair of SPG 62 Antenna Reflectors. CLINs are listed below. CLIN 0001 - First Article Unit CLIN 0002 - Evaluation CLIN 0003 - Repair CLIN 0004 - PCMS Coating CLIN 0005 - Shipboard Repair CLIN 0006 - Delivery of Data as required by data item numbers A001 thru A003. The CLIN will be not separately priced (NSP) This solicitation will utilize full and open competition after exclusion of sources in accordance with FAR 6.203 (Set-asides for small business concerns). A 5-year Firm Fixed Price, Indefinite Delivery-Indefinite Quantity contract is anticipated. Final inspection and acceptance will be at destination by a team consisting of NSWC Crane technical employees. First Article Testing will be completed by the Government at NSWC Crane. First Article may be waived if the receipt of acceptable units by the Government can be verified. The Government intends to award to the responsible contractor whose offer represents the best value to the Government considering Technical, Past Performance, and Price Related factors. Due to the nature of this procurement which requires the evaluation and repair of SPG 62 Antenna Reflectors, it would not be in the best interest of the Government to have one contractor perform the evaluations and another perform the repair. As a result, the Government intends to award a Single Award Contract. The Contractor must be registered in the System for Award Management (SAM), located at http://www.sam.gov. The documents are limited distribution (Distribution D and F) and will not be made available unless approval is granted. Interested contractors must be registered in SAM and the Joint Certification Program (JCP) in order to receive access. Information about the JCP is located at http://www.dlis.dla.mil/jcp. Distribution F documents will require access to TDMIS. Instructions will be provided in the solicitation on how to request access to these documents. The solicitation will be available for download on or about 21 August 2013. Interested parties can download the solicitation from the two websites listed above, for no hard copies of the solicitation will be mailed. Offers must be submitted in the format specified in the solicitation to be considered. Submitting a bid from the NECO web site, www.navy.neco.mil, by clicking on the "Submit Bid" does not guarantee offers will be received by the proper person in the correct format. Furthermore, each interested vendor shall monitor the FBO and NECO websites for amendments that may be issued to this solicitation. Closing date will be on or about 20 September 2013. When the solicitation is available, all responsible parties may submit a proposal for this procurement which will be considered by the Government. This is not a Request for Proposal. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award.
