- THIS IS A REQUEST FOR INFORMATION (RFI) ONLY - The Government is currently conducting market research to gather information and identify potential sources for the requirement identified below. A solicitation is not available at this time, and requests for a solicitation will not receive a response. This notice does not constitute a commitment by the United States Government. NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, in support of the Monterey Bay National Marine Sanctuary seeks potential vendors to provide a principal investigator/project manager and science team to operate a deepwater rated Remotely Operated Vehicle (ROV) and towed camera sled for the purposes of surveying specific deepwater habitats in the Sanctuary, in accordance with the statement of work. Please provide the following information as requested: 1) A statement that you believe that your firm has the capability to meet these requirements and perform these services. Please include relevant experience and other pertinent information that demonstrates your ability to complete the requirement. 2) Your firm's DUNS number & CAGE code; 3) Your firm's SBA certified small business concern status. Specifically identify if your firm is a small business, HUBZone-certified, Service Disabled Veteran Owned, Woman Owned or SBA 8(a) program certified. All information received in response to this notice shall be treated as Business Sensitive or confidential to the responder, exempt from public release under the Freedom of Information Act. All information submitted in response to this announcement is voluntary; the United States Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the United States Government. Proprietary information submitted should be marked appropriately. All submitted information shall remain with the U.S. Government and will not be returned. The response date for this request for information is no later than COB August 07, 2013. No collect calls will be accepted. Statement of Work Monterey Bay National Marine Sanctuary Deepwater Characterization and Data Visualization NCND6022-13-01522 BACKGROUND The Sanctuary requires a principal investigator/project manager and science team to operate a deepwater rated Remotely Operated Vehicle (ROV) and towed camera sled for the purposes of surveying specific deepwater habitats in the Sanctuary. The mission will be conducted using a NOAA owned research vessel as the launching/staging platform for the camera sled and ROV. SCOPE OF WORK Task 1: Data post-processing and analysis a) Conduct post-processing of all videographic and still photographic imagery collected on research cruises. b) Enter all summary species lists into project database for use in longer-term analyses. c) Conduct report on data derived from video and still imagery. Deliverables: • All data post-processed and in database. May 31, 2014. • Completed copy of honors theses or final report for Sanctuary library. May 22, 2014. Task 2: Data Visualization and Dissemination a) Develop and support the Sanctuary Characterization and Visualization (SCID) website. b) Provide project information, summary data, and imagery to the SIMoN project page. c) Present project results at various venues, including the Sanctuary Current Symposium, the MBNMS Research Activities Panel, and the MBNMS Sanctuary Advisory Council, and scientific meetings. Deliverables: • Web ready geospatially referenced materials (for SCID). On-going. • Information for SIMoN project page. o From R/V Fulmar cruise: September 1, 2013. • Presentations: o To MBNMS RAP. January 2014 and ongoing. o To Sanctuary Currents Symposium. April 2014. o To MBNMS Sanctuary Advisory Council Ongoing. o To scientific meetings. TBD with MBNMS staff. IT SECURITY REQUIREMENTS The C&A requirements of Clause 73 do not apply, and therefore a Security Accreditation Package is not required. • The contractor will not be accessing US government computers or IT systems for this effort. • The contractor will not be accessing any information that is not within the public domain for this effort. • The contractor will not be processing, transmitting or storing privileged access information (i.e., non-public) in carrying out the tasks of this contract PERIOD OF PERFORMANCE Period of performance is 12 months from date of award
