- Description
- The Centers for Disease Control and Prevention (CDC), Agency for Toxic Substances and Diseases Registry (ATSDR), intends to award a sole source contract to the University of Alabama at Birmingham (UAB), 701 S 20th Street, Birmingham, AL 35294-0001 for the acquisition of the project entitled "Locating baseline study cohort members with currently unknown whereabouts for the Anniston Community Health Survey: Follow-up study and dioxin analyses (ACHS II). The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 611310, Colleges, Universities, and Professional Schools. The period of performance for this procurement is 12 months. The purpose of the contract is to determine the mortality status of the original ACHS cohort members and locate the remaining cohort members whose whereabouts remain unknown. Three methods shall be used to update the contact information retained by UAB and to find those with missing contact information. Only UAB retained personally identifying information and the last known contact information for cohort members from the original baseline study (Anniston Community Health Study - ACHS). This eliminates the need for transfer of personally identifiable data to other business or entity. Furthermore, UAB's survey research team has extensive experience from the first Anniston study, is familiar with the history, cultural, and social context of Anniston as is pertinent to this project, and, more importantly, UAB has already established relationships with key individuals and local community organizations that can facilitate expeditious searches for ACHS cohort members in addition to the electronic database searches. UAB can perform the tasks of locating members of the ACHS cohort using the contact information it - and no other institution - has already retained. UAB can also utilize established networks and relationships with local community institutions, groups, and individuals to locate the remaining ACHS cohort members in addition to electronic databases. UAB is the only institution that can provide the services to meet all of the program requirements, including cost and time constraints. It is the only institution that has retained the last known contact information for ACHS cohort members and has already built relationships with local organizations through which the remaining cohort members are likely to be located. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to the the University of Alabama at Birmingham (UAB). However, all responsible sources that believe they can meet these requirements may submit their capabilities/qualifications statement to provide the services to Leslie Jones via email ONLY at jxy6@cdc.gov with the solicitation number 2013-Q-15982 referenced in the subject line NO LATER THAN August16, 2013. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
