- Solicitation R13PS30296 -Heating, Ventilation, Air Conditioning Controller System Upgrade NAICS 238220 Plumbing, Heating, and Air-Conditioning Contractors Product Service Code: J039 Maintenance, Repair, and Rebuilding of Equipment The Bureau of Reclamation (Reclamation) has a requirement for to remove and replace existing Building Automation System (BAS) Heating, Ventilation, Air Conditioning (HVAC) at Hoover Dam Visitor Center, Nevada. The contractor shall provide all labor, equipment, material and supervision to perform the following principal features of the work, including but not limited to: (1)Assess the existing system mechanical components and install all new Variable Air Volume (VAV) actuators. (2)Replace existing building controls with new control package to monitor and control HVAC system. (3)Provide interface with existing fire safety system. (4)Provide new PC, open source software, programming and all hardware. (5)Complete Commissioning of the system. (6)Provide clean up, including hauling and disposal of all waste The magnitude of this construction project is estimated to be between $100,000 and $250,000.00. This requirement will be solicited using full and open competitive procedures. The North American Industry Classification System (NAICS) Code for this acquisition is: 238220 Plumbing, Heating, and Air-Conditioning Contractors. The small business size standard for NAICS Code 238220 is $14 M. This acquisition will be pursued in accordance with FAR Part 15 and in accordance with the source selection evaluation criteria included in the Request for Proposal. Offerors will be asked to submit a technical and a price proposal. Award will be made using lowest price technically acceptable. The resulting contract will be a firm fixed price contract. This project is located at the Hoover Dam Visitor Center; the location of the work is approximately 7 miles, via Highway 93, northeast of Boulder City, Nevada, in Clark County. A pre-proposal site tour will be scheduled for all interested parties (the date and time will be provided with the solicitation). The project performance is tentatively anticipated to begin in December, 2013. The solicitation and any amendments will be issued on or about August 30, 2013 with offers due thirty (30) days after. No documents will be available until the solicitation is issued. The solicitation will only be issued electronically via www.FedBizOpps.gov. The Government reserves the right to issue the solicitation on paper or CD if the FedBizOpps (FBO) web site becomes inoperable or if the Contracting Officer determines it is in the Government's best interest to do so. Offerors should register at the FBO to be included on the offeror list in order to receive notifications pertaining to the solicitation, or visit the FBO website after issuance download the solicitation and any subsequent amendments. All parties are responsible for checking the FBO website to ensure that they have the most current information. All dates in this announcement are estimates and are subject to change. Offerors are required to have a current registration on the System for Award Management (SAM) to be eligible for contract award.
