Description
The Indian Health Service (IHS) intends to solicit from a single source and enter into an agreement with Texas Children's Hospital (TCH), 6621 Fannin Street, Houston, TX 77030, for a no cost license for immunization forecasting software, subject to negotiation of acceptable terms. The IHS requires a software module compatible with the IHS Resource and Patient Management System (RPMS) to provide up to date forecasting of immunizations that are due, for clinical users providing care to children and adults across the Indian health care system. Clinical Decision Support for immunizations (CDSi) is currently provided in the RPMS by the ImmServe module supplied by Medical Decision Associates (MDA). MDA will no longer support ImmServe after December 31, 2013, and IHS requires a new module that can be integrated with the RPMS and widely deployed before that date. IHS requirements for CDSi include: 1) The module shall include and accurately forecast all Advisory Committee on Immunization Practices (ACIP) recommended vaccines for all age groups; 2) The module shall integrate and operate within the RPMS environment without substantial modification to either the CDSi module or the RPMS; 3) The module shall not introduce new technical, hardware or software requirements for facilities employing local instances of the RPMS and CDSi; 4) The module shall be designed to permit both local (direct connection to a co-located RPMS instance) and centralized (CDSi as a service) deployment of the CDSi module. The IHS concluded based on its market research that the TCH application is the only source reasonably available that meets all requirements. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within fifteen days after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
