- This a Notice of Intent to Award a Sole Source, fixed -price contract with SOLKOA, Inc. 3107 W. Colorado Avenue,#256, Colorado Springs, Colorado for brand name only commercial items in accordance with FAR 6.302-1, Only One Responsible Source and No Other Supplies/Services will Satisfy Agency Requirements. The Department of State (DOS) issued an Executive Secretary Memorandum effective January 2005 that requires all American personnel traveling to an overseas location on any official U.S. Government business for 30 days or more are required to complete mandatory overseas personal security training prior to their travel. The Federal Bureau of Investigation developed a training course to comply with DOS training mandate. Personnel are trained to use specific survival kits that been tested and approved by subject matter experts. The kits are consistent among courses and geographical locations worldwide. The FBI has established uniformity to support training courses and in turn, to ensure safety and survivability of traveling personnel. The FBI requires the OSAP-PSK v3 kits snd E-TOOL Kits from SOLKOA, Inc. SOLKOA, Inc is the responsible source capable of meeting the FBI's requirement. This Notice of Intent is not a request for competitive quotations. Information received will be considered solely for the purpose of detemining whether to conduct a competitive procurement. A determiniation by the Government not to compete this proposed contract based upon a response to this notice is solely within the discretion of the Government.
