- Under the authority of FAR 6.302-1, the proposed contract action is for supplies/services for which the Government intends to solicit and negotiate with only one, or a limited number of sources. The United States Navy's Military Sealift Command (MSC) will procure Regular Docking Overhaul (DOVHL) repair of U.S. Naval Service Craft, YRB-36 to the following contractor: Cabras Marine Corporation, doing business as The Pacific Dry-Dock and Integrated Maintenance Facility (PACDIM). This procurement, N40446-13-T-0001, is to accomplish reconditioning of Service Craft YRB 36. Reconditioning includes the replacement of broken/missing/hanging components, removal of all rust and preservation of top side deck surfaces to including all top side attachment to deck, preservation of underwater hull to include painting, application of anti-fouling paint, and inspect/preserve all tank/voids. Replace all zincs and hardware on the hull structure that require replacement. To satisfy these requirements, the craft must be dry-docked. This notice of intent is not a request for competitive proposals. However, all responsible sources may submit a capability statement demonstrating the ability to provide the requested items or exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received by Wednesday, 21 August 2013 at 2:00 p.m., local time, Guam. Written responses to this synopsis shall contain sufficient documentation to establish a bonafide capability to fulfill the requirement. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. MSC will not be responsible for any costs incurred by interested parties in responding to this notice. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. The government intends to make an award on or about 20 September 2013. Contractors offering in response to this notice shall ensure registration in the System for Award Management (SAM; https://www.sam.gov/portal/public/SAM/) prior to submission for consideration. This requirement will be procured under FAR Part 12.
