Description
The Naval Air Warfare Center Aircraft Division, Lakehurst, NJ 08733 is looking to procure 81 each of Re-Usable Shipping Containers, Dwg #3449AS331-1 to be manufactured in accordance with the Statement of Work and the drawings. STATEMENT OF WORK: The contractor shall supply all material equipment and consumable supplies to manufacture in its entirety 81ea. Reusable Shipping Containers IAW Naval Air Systems Command drawing 3449AS331. 1. The case design shall be capable of meeting the following environment requirements during handling, storage, and transportation for 10 years temperature -40 degrees F to 140 degrees F/ humidity 0 percent to 100 percent across temperature range/ altitude 0 to 15000 feet. 2. The case, F/N 2, will have a cover that can be closed and fastened. Fasteners shall allow for quick opening and not interfere with cover removal. There shall be no locks or locking mechanism. 3. The case, F/N 2, shall have an antishear tongue-in-groove valance interface with sealing gasket between the lid and base such that a shear force of the lid on the base, or vice versa, is minimally transmitted to the hinges and fasteners and to ensure air and watertight integrity. 4. F/N 2 will incorporate a quick opening mechanism. The mechanism shall be recessed and shall never protrude beyond the case, when left in the closed position. 5. F/N 2 shall have at least 1 latch per unhinged side with the distance between hinges not to exceed 10.0 inches. 6. An interface shall be provided on the top and bottom of the case, F/N 2, for stacking. The interface shall ensure a stable stacking configuration restricting movement. The use of attached hardware will not be used to satisfy this requirement. 7. Case, F/N 2, shall be GREY in accordance with FED-STD-595 color number 26270. 8. Case, F/N 2, shall include at least 2 hinged handles with sufficient internal clearance to allow a block 44 mm by 106 mm with edges rounded to 24 mm radius to pass through them. The grip portion shall be nonmetallic at least 89 mm long with a 19 mm diameter. Handles shall stop open at 90 degrees and return by a spring loaded mechanism when not in use. Handles shall be recessed. Each handle shall be designed to hold a load of 145 lbs. in all above listed environ mental conditions. 9. All corners of F/N 2 shall be designed to preclude injury to personnel or damage to material. Corners shall be reinforced to protect the instrument from damage from above mentioned environmental conditions. 10. The case, F/N 2, shall have a pressure equalizing valve. This valve shall not protrude beyond the enclosure. The cracking pressure shall be 0.5 PSIG vacuum and 0.5 PSIG pressure, non-adjustable. 11. F/N 2 shall be designed to withstand a minimum drop on any corner or flat surface of 24 inches in any of the above environmental conditions without degradation to the case or damage to contents. 12. Material: All case materials shall not contain any substance that provides nutrients for the growth of fungus. All metals shall either be 300 series stainless steel or aluminum alloy IAW AMS-QQ-A-250/11. All nonmetallic materials shall use ultraviolet inhibitors to prevent environmental degradation. 13. Case, F/N 2, shall have integral molded stops and lid lanyard to limit the lid to 100 degrees in the open position. Lid lanyard shall be secured to case with locked spindle type blind rivets or captive hardware in location shown. 14. The dimension of the dunnage, F/N 3 and 4, shall match the inside dimension of the selected case, F/N 2. 15. Do not bond dunnage to case. 16. Dunnage, F/N 4, shall be IAW A-A-59136, class I, grade A, color BLACK or GREY. Dunnage, F/N 3, shall be IAW A-A-59136, class I, grade A, color of polyethelene foam planks must be either BLUE or YELLOW in color. The top.25" of the laminates must be CHARCAOL GREY or BLACK. Comply with fabricated of laminated planks bonded together using F/N 9, spray adhesive, per manufacturer's instructions. Foam inserts to have skinned (unskived) finish on visible surfaces (excluding cutout areas). Delivery shall be 45 days from award of contract. Packaging/Preservation: Shall be best commercial practice that assures no damage to subject cases in shipment. Inspection & Acceptance will be Destination. FOB: Destination. This is being advertized as a 100% Set Aside for Small Business. The drawings involved are Export Controlled. All requests for copies of these drawings must contain a certified copy of DD Form 2345, Military Critical Technical Data Agreement. To obtain certification, contact Defense Logistics Information Service at (800)352-3572 or www.dlis.dla.mil/jcp/documents.him. The certified DD2345 shall be sent Debbie Dewyea at fax 732-323-7192 or email to deborah.dewyea@navy.mil to obtain all the applicable specifications. Also, all vendors must be registered in the Central Contract Registration (CCR) Database. The internet website is http://www.ccr.dlsc.dla.mil/ccringq or www.ccr.gov. It is mandatory to register with the CCR as your Duns Number(Data Universal Numbering System) and your CAGE (Commercial and Government Entity) code will be required to conduct business with the Department of Defense. In addition, all invoices will be electronically submitted in the Wide Area Work Flow(WAWF); information available in FAR Clause 5252.232-9513.
