- This is a sources sought notice. The U.S. Nuclear Regulatory Commission (NRC) is conducting market research to determine the availability of responsible entities for document intake and review platform services so that it can determine an appropriate acquisition strategy for a forthcoming acquisition for those services. This is not an RFP and a response to this sources sought notice will not count as a response to the anticipated solicitation. Under the forthcoming acquisition, the Contractor may be required to support the business processes and daily activities that deal with new reactor licensing review, the subsystems described below were developed as extensions to Agencywide Documents Access & Management System ( ADAMS) functionality and are maintained and operated by OIS contractors. ADAMS is an information system for document storage and retrieval that, since 1999, serves as the central repository for all regulatory and technical information created by NRC staff, contractors, and licensees.The technologies employed to develop these customized subsystems and integrations are Visual C++, Visual Basic,.NET framework, Open Document Management API, FileNet APIs and FileNet Services, Microsoft Office SDK, Adobe Acrobat Professional, and MS SQL Server as the database management system. E-Mail Capture In order to automatically capture comments submitted via e-mail by interested parties in response to public hearings, the NRC developed a subsystem to leverage existing technologies to automatically capture e-mails into ADAMS as official agency records. This is done for the purposes of contention resolution (Hearing-File) and processing public comments. This subsystem is also used to automatically capture requests for additional information (RAIs) and licensee responses. The E-Mail Capture subsystem is based on the Microsoft Exchange and Microsoft Outlook platforms. Folder-Level Automatic Profiling The Folder-Level Automatic Profiling (FLAP) subsystem currently supports adjudicatory activities throughout the NRC so that agency staff can automatically profile and declare large numbers of documents simply by placing them into a folder within ADAMS. The FLAP subsystem is based on the IBM FileNet Content Services and Panagon platforms. Document Intake and Review Platform The Document Intake and Review Platform was developed to automate the intake of the complex combined license applications (COLAs), manage revisions associated with each part of the COLA, and provide easy navigational access to the COLAs. The subsystem is designed to expedite COLA submission and streamline the review process. It contains the main components described below. COLA Document Submission Preregistration The staff uses this utility, which is one of several that are too limited in scope to be considered subsystems, to create a profile template for upcoming COLA submissions by the nuclear power industry. This utility affords the NRC project manager for the application review an early opportunity to coordinate with the applicant and predefine a set of detailed document metadata to be used to profile COLA components when they are added to ADAMS. COLA Submission Transmittal Manifest This utility is used to compose electronic COLA submissions into compact disc (CD/DVD) media. It generates an XML transmittal manifest (or packing slip) that is stored as part of the overall COLA submission within the submission media (CD/DVD). The transmittal manifest describes the composition of the COLA and is used by the COLA Document Loader component. COLA Document Loader This utility examines the contents of the CD/DVD, validates files according to set parameters, and loads the files in an organized manner into ADAMS. The Document Loader uses both the XML transmittal manifest and the predefined COLA template to create an identical structure for COLAs in ADAMS. COLA Document Review Integrated Workspace The COLA Document Review Integrated Workspace is a Microsoft SharePoint WebPart that allows users to access and review COLAs. This interface also permits users to track notes/comments made by other reviewers as they examine materials contained within a submission. The SharePoint application accesses files and submission content directly from the ADAMS library. Electronic Request for Additional Information Tracking Subsystem The Electronic Request for Additional Information (eRAI) Tracking Subsystem supports the Office of New Reactors (NRO). eRAI is a Web-based tool that initiates, monitors, and tracks RAIs. The system also provides real-time and on-demand feedback to NRC staff on RAI status. This subsystem is based on Microsoft SharePoint workflow and is tightly integrated with ADAMS. Generic Communication Tracking Subsystem The Generic Communication Tracking Subsystem supports the Office of Nuclear Reactor Regulation. This Web-based tool initiates, monitors, and tracks generic communications with licensees. The subsystem also provides real-time and on-demand feedback to NRC staff on the status of generic communications and licensee compliance with them. This subsystem is also based on Microsoft SharePoint workflow and is tightly integrated with ADAMS. Under the forthcoming acquisition, the Contractor may be required to provide specific technical and operational components support required on the above subsystems and integration support with ADAMS. The tasks to be performed by the Contractor may include: • Operate and monitor the individual components of each subsystem by ensuring the availability and reliability of modules, parts, and components. • Perform backup and recovery strategy such that availability and reliability of all system components are maintained. • Provide an effective risk mitigation strategy for all system components by following NRC Computer Security Office policy and standards • Monitor, plan for, and update the necessary components with vendor-issued software patches and upgrades, as directed by the COR after they become available. • Maintain security patches and test the platform any time there is a change to the operating environments of all the system components. • Ensure the integrity of the system components as these external systems change over time. • Provide all necessary technical assistance to support platform migration and train users transitioning from the current system to NRC'S IBM FileNet P8-based document management system components. • Provide work-around solutions to offset any loss of support in critical areas or to overcome operational problems during system migration. • Support users and monitor, track, and resolve issues encountered while they use the system to support their day-to-day operations. • Review the submission CD/DVDs upon receipt for a Packing slip and the integrity of the packing slip in compliance with established guidelines on NRC Public Site (http://www.nrc.gov/site-help/e-submittals.html) in loading the documents into ADAMS. • Assist the NRC Document Processing Center staff in resolving issues during the application validation and loading documents into ADAMS. • Provide assistance to the NRC Document Processing Center in configuring the COLA Document Loader and loading COLA documents, design control documents, and their related revisions into ADAMS. How to Respond to This Sources Sought Notice A. Please address your organization's capabilities for these questions as they pertain to your organization, as a potential prime contractor, and not as they pertain to capabilities of other potential teaming partners/subcontractors: 1. Is your organization a small business under NAICS code 541519 (size standard: $25.5 million)? If your company is a small business under that NAICS code, what type of small business is it (i.e., small disadvantaged business, woman-owned small business, economically disadvantaged woman-owned small business, veteran-owned small business, service-disabled veteran-owned small business, 8(a) certified small business, and/or HUBZone small business)? 2. Does your organization have capability to perform each of the document intake and review platform services, as described above? If so, describe that capability in detail. 3. Does your organization have, or has it had within the past three years, a contract with any other companies or government agencies for services similar in nature to the ones listed in this notice? If so, please describe these contracts in detail (contract number, contract type, contract value, description of scope, name and contact information for contracting officer, name and contact information for contracting officer's representative). 4. Does your organization have its own GSA IT Federal Supply Schedule contract that has appropriate labor categories and scope to perform the aforementioned services? If so, please provide a copy of that contract (not just an ordering guide), including the terms, conditions, labor categories, fixed hourly rates, etc. 5. Please provide commercial pricing information for open market labor categories in your company that could potentially provide document processing support services, and include a corporate description of the functions and duties for those labor categories. Responses to this notice should only include responses to the questions presented above. Responses that do not directly address the questions above will not be considered by NRC in developing its acquisition strategy. Telephone inquiries or responses will not be accepted.
