- The Naval Medical Logistics Command intends to negotiate on a sole source basis IAW FAR 13.106-1 with Ortho-Clinical Diagnostics, Inc., 100 Indigo Creek Drive, Rochester, NY 14626-5101 as the only responsible source that can provide maintenance full service contract for (2) Vitros 5.1 and (2) ECiQ laboratory analyzers. This acquisition is being conducted under the FAR 13.106 only one responsible source. Provisions and clauses in effect through Federal Acquisition Circular 2005-67 are incorporated. The USNS MERCY (T-AH 19) has a requirement for the Preventive Maintenance (PM) of their chemistry analyzers. Four chemistry analyzer units, manufactured by Ortho-Clinical Diagnostics, are due for preventive maintenance and parts replacement. USNS MERCY currently does not have a medical repair technician who has attended the technical training school for the Vitros Laboratory Equipments. This service contract shall include PM and parts required for PM. Onsite service shall be performed when ship is in port in San Diego. Items being purchased in this acquisition: Preventive Maintenance for Chemistry Analyzers, installed on board the USNS MERCY. This is a one year contract. The estimated amount of this contract is $84,020.00. This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System 811219 with a Small Business Size Standard of $19.0M Dollars. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Based on the above information, the only technically acceptable system is provided by Ortho-Clinical Diagnostics.
