- THIS IS NOT A REQUEST FOR QUOTE - THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE AWARD TO JOHNS HOPKINS UNIVERSITY/APPLIED PHYSICS LABORATORY (JHU/APL) TO ASSIST THE OFFICE OF THE UNDER SECRETARY OF DEFENSE FOR INTELLIGENCE (OUSDI) WITH MISSION CRITICAL SUPPORT. WHS Acquisition Directorate intends to issue a task order under contract HQ0034-13-D-0003 to JHU/APL on a sole source basis under authority of 10 U.S.C. 2304(c)(3) as implemented in FAR 6.302-3(a)(2)(ii): "To establish or maintain an essential engineering, research, or development capability to be provided by an educational or other non-profit institution or a federally funded research and development center." This task order will be awarded to JHU/APL in its capacity as a Department of Defense University Affiliated Research Center (UARC). UARCs enable DoD to establish and maintain long-term strategic relationships with selected universities, to conduct essential research, development, and scientific and engineering expertise in core competency areas important to DoD. JHU is the only UARC that specializes in Air Defense, strike and power projection, submarine security, antisubmarine warfare, strategic systems evaluation, and command and control. There is no other UARC that specializes in these areas other than JHU. Therefore, no other UARC except for JHU will be able to meet OSD's requirement. The JHU/APL has been a major asset to the Nation since it was organized to develop a critical wartime technology in 1942. The JHU/APL staff works on more than 600 programs that protect our Nation and advance its vision in research and space science, and provides highly qualified and technically diverse teams with hands-on operational knowledge of the military and security environments. JHU/APL solves complex research, engineering, and analytical problems that present critical challenges. JHU/APL will provide engineering, research, and analysis expertise in support of the OUSDI Intelligence, Surveillance, and Reconnaissance (ISR) Task Force. The ISR Task Force is responsible for validating operational requirements that lead to the acquisition, fielding, and sustainment of intelligence systems that contribute directly to DoD priorities to deter, disrupt, and defeat terrorist threats and sustain and modernize the force in persistent intelligence surveillance and reconnaissance. The current and projected threats to our national security continue to evolve in response to the increased technological sophistication and effectiveness of fielded capabilities, and the ISR Task Force must leverage world-class technical expertise to meet this challenge. The proposed effort has been reviewed to ensure that it falls within the special competencies of the research foundation, and within the overall scope of the IDIQ. WHS Acquisition Directorate anticipates issuing a task order under its IDIQ contract with JHU/APL (reference #HQ0034-13-D-0003) to meet the mission critical needs of OUSDI. The anticipated amount of this action is $628K. This notice of intent is not a request for competitive proposals. Interested parties may identify their capabilities with respect to this requirement by 18 AUG 2013, at 3:00 p.m. Eastern Standard Time. All information received will be considered by the Government. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The primary North American Industry Classification System (NAICS) code is 541690 (Other Scientific and Technical Consulting Services), with a size standard of $14M.
