- THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a Sources Sought Notice (SSN). The SSN is a Request for Information (RFI) ONLY. The Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) the Assistant Program Manager for Medical Simulations (APM MEDSIM) and the Veterans Health Administration (VHA) Team, has an initial requirement to procure a commercial service of Advanced Cardiovascular Life Support (ACLS) and Basic Life Support (BLS) Voice Activated Manikins (VAMs) for the Simulation Learning, Education and Research Network (SimLEARN) Program. The anticipated requirement NAICS Code: 339112 - Surgical Medical. It is anticipated that the contract type will be Firm Fixed Price (FFP). The VHA will need the acquire American Heart Association (AHA) HeartCode Training and certification to support the Resuscitation Education Initiative (REdi) Program. The training capability will be used across the VHA Provider System for AHA Basic Life Support (BLS) and Advanced Cardiovascular Life Support (ACLS) training and certification. Critical requirements: HeartCode Training and Certification. The Contractor shall deliver the HeartCode Training capability and certification capability to the VHA REdI program. Adult Mannequin. The Contractor shall deliver a capability to train to AHA 2010 Advanced Cardiovascular Life Support (ACLS) and Basic Life Support (BLS) standards using a Contractor provided adult mannequin that supports training and certifications, without the presence of an instructor, by providing real time auditory feedback. Baby Mannequin. The Contractor shall deliver a capability to train to AHA 2010 ACLS and BLS standards using a Contractor provided baby mannequin that supports training and certifications, without the presence of an instructor, by providing real time auditory feedback. Mannequin Software. The Contractor shall provide mannequin software required for the training that can be installed on VHA laptop computers by the VHA in accordance with VHA standards for Information Security. AHA HeartCode Training and Training Software. The Contractor shall deliver the AHA Heartcode Training Software to support Parts 1, 2, and 3 of BLS and ACLS training. The Contractor shall deliver the AHA HeartCode Training Software for Parts 1, 2, and 3 for BLS to be hosted on a VHA server. The Contractor shall deliver the AHA HeartCode Training Software for Parts 1, 2, and 3 for ACLS to be hosted on a VHA server. The Contractor shall provide technical assistance to the VHA to support the hosting of the AHA HeartCode Training Software on a VHA server. The Contractor shall deliver AHA 2010 Guideline, HeartCode BLS System Part 1 Individual Keys, Part No: 90-1413, to the VHA REdI Program. The Contractor shall deliver AHA 2010 Guideline, HeartCode BLS System Part 2/3 Individual Keys, Part No: 90-1412, to the VHA REdI Program. The Contractor shall deliver AHA 2010 Guideline, HeartCode ACLS System Part 1 Individual Keys, Part No: 90-1410, to the VHA REdI Program. The Contractor shall deliver AHA 2010 Guideline, HeartCode ACLS System Part 2/3 Individual Keys, Part No: 90-1409, to the VHA REdI Program. Veterans Affairs Medical Center (VAMC) Server Training - Delivery. The Contractor shall deliver training at each location in accessing the HeartCode Training Software on the VHA server. VAMC Train the Trainer - Delivery. The Contractor shall provide a Train the Trainer training and courseware to instruct VHA personnel in operating, maintaining, and instructing others in the use of the HeartCode system. VAMC Train the Trainer - Certifications. The Contractor shall deliver training at each location in the operation of the HeartCode training system for Trainers to Train BLS and ACLS training and certification. Certifications - TMS. The Contractor shall deliver a HeartCode training system that includes a certification program consistent with the VHA Employee Education System (EES) Talent Management System (TMS) or any future VA replacement training documentation system for tracking of provider credentials and certifications. Certifications - AHA. The Contractor shall deliver a HeartCode training system that will result in certification of VHA Employees to AHA 2010 standards for BLS and ACLS. Initial Review at SimLEARN. The Contractor shall deliver course of instruction to the SimLEARN Program Office for initial Government review and approval before delivering the instruction to other VHA locations. Training Effectiveness. The Contractor shall deliver HeartCode training system for Trainers to Train BLS and ACLS training and certification with demonstrated effectiveness, supported by previously published peer reviewed documentation of statistically significant clinical outcome improvement including reduction in and improved success rates. Training Materials. The Contractor shall deliver with the HeartCode training system for BLS and ACLS training and certification any instructional materials, curriculum, and courseware associated with the training. Training Materials for Train the Trainer. The Contractor shall deliver hard copy and electronic copy of courseware training materials used for Train the Trainer instruction. Training Materials Accessibility. The Contractor shall deliver media, electronic, and print documents that are compliant with the Commercial Off-The-Shelf (OTS) media accessibility standards of Section 508 of the Rehabilitation Act of 1973. Training Materials Data Rights. The Contractor shall deliver with the HeartCode training system for BLS and ACLS training and certification the rights for the VHA to distribute instructional materials, curriculum, and courseware across the VHA. Metrics. The Contractor shall perform an analysis of VHA data on Basic Life Support (BLS) and Advanced Cardiovascular Life Support (ACLS) complications and develop a methodology for the VHA to collect and analyze data to support the identification of trends in Basic Life Support (BLS) and Advanced Cardiovascular Life Support (ACLS) complications. Software Licenses. The Contractor shall deliver HeartCode training system for BLS and ACLS training and certification software licenses that allow VHA providers to access the training and training materials through the VA Training Management System (TMS) or any future VA replacement training documentation system. Accreditation. The Contactor shall deliver a HeartCode training system for BLS and ACLS training and certification system that supports the Accreditation for Continuing Education of VHA providers. Deliverables. The Contractor shall submit two data items for this contract, IAW DD Forms 1423, Contract Data Requirements List (CDRL). TMS/Evolutionary System Implementation Report. The Contractor shall submit a TMS/Evolutionary System Implementation Report 45 days after contract award. (CDRL A001) Simulation Training Effectiveness Report. The Contractor shall submit a Simulation Training Effectiveness Report 6 months after the 50th training session, capturing the effectiveness of simulation based HeartCode training system for BLS and ACLS training and certification. (CDRL A002) Schedule. The Contractor shall deliver all HeartCode training system for BLS and ACLS training and certification and complete all instruction Not Later Than (NLT) 30 Apr 2014.
