Description
The U.S. Army Corps of Engineers, Galveston District Office requires a contract in which the contractor shall provide labor, equipment and materials to install a complete, operating, impressed current cathodic protection system on each sector gate in complete compliance with NFPA 70, in compliance with these CONTRACT plans and specifications, in accordance with the recommendations of the respective manufacturers, and in accordance with standard construction practice. The work required include planning, fabricating as shown and described, assembling as shown and described, installing, adjusting and testing of an impressed current cathodic protection system for cathodic protection of the submerged metallic surfaces of each of 4 sets of lock sector gates (i.e., 4 sets of sector type gates consisting of a total of 8 sectors and 8 impressed current cathodic protection systems) at the Colorado River Locks, Matagorda, Texas. All cathodic protection and other specified services and work, materials, equipment and labor necessary to provide a complete and workable installation conforming to the specifications and drawings shall be provided. These gates will not be removed from the water nor will any dewatering type activities be accomplished; that is, the installation of the cathodic protection systems will be installed with the gates in the water and will thereby require some underwater construction by divers. Access to two sets of sector gates, west of the Colorado River, can only be accomplished by water, since road access is not available to these two lock sector gates (out of the total of 4 lock sector gates). The use of a crane, or suitable hoisting equipment, and barge shall be required. Since the primary work of this CONTRACT is cathodic protection system work, the PRIME CONTRACTOR must be a Cathodic Protection Company with personnel meeting the qualifications and experience levels; sub-contracting of the cathodic protection work specified herein shall not be allowed since it is critical that the quote mark Corrosion Expert quote mark coordinate all work between all disciplines in order to meet the requirements of these CONTRACT documents. Work shall also include the removal of the existing galvanic cathodic protection systems and supporting apparatus. All existing magnesium anodes and magnesium anode supporting hardware that are removed from the existing gates shall become the property of the CONTRACTOR for salvage or disposal as he sees fit and as approved by the CONTRACTING OFFICER. All disposal shall be accomplished in accordance with all applicable Federal, state, and local laws and regulations. Period of Performance is 150 calendar days, after the Notice To Proceed is issued. There will be no Options. The Special Requirements for the upcoming Solicitation will be as follows: 1. The cathodic protection systems shall include (a) calculations for rectifier, anodes, and any recommendations for supplementing or changing the minimum design criteria to provide the specified potentials and (b) equipment, wiring, and wiring devices necessary to produce a continuous flow of direct current from anodes to all submerged gate surfaces. The installation, if constructed and installed as specified, can, and, subsequently, shall meet the specified protection criteria for a 20 year life. This includes the expected life of all system components (such as bolts, sealants, rectifiers, wires and insulation, shunts, resistors, etc.) as well as the calculated anode life. 2. The cathodic protection system planning and installation, including all testing, energizing and placing of each system in service, as well as all training, shall be performed by an organization that has had a minimum of 5 years experience in this type of work. This organization shall also be the PRIME CONTRACTOR of this project; the quote mark corrosion expert quote mark services shall not be sub-contracted by the PRIME CONTRACTOR. The registered professional engineer as specified herein shall be responsible for all work accomplished under the CONTRACT. The Corrosion Expert whose credentials meet or exceed those provided below shall personally (i.e., not delegate to another person) supervise the planning, installation and testing of these cathodic protection systems. Installation of the cathodic protection systems will also be witnessed by the CONTRACTING OFFICER. 3. a. CONTRACTOR's Responsibilities: Provide a registered professional engineer to be in responsible charge of this project and provide the services of a Corrosion Expert to personally supervise the planning, installation, testing and final adjustment of each sector gate cathodic protection system for operation in accordance with these specifications. Inspect all work associated with each system installation, certify all work prior to system energization and be personally present and participate in all system testing and final adjusting. The Corrosion Expert shall also provide all training as required by this specification section. b. Corrosion Expert: Qualifications and Experience: All specified and/or detailed cathodic protection planning work; cathodic protection inspection work; cathodic protection installation supervision work; cathodic protection testing, adjusting, and system commissioning work; and all other quote mark Corrosion Expert quote mark services' work as defined in this specification section and on the drawings shall be accomplished solely by the quote mark Corrosion Expert quote mark as also is defined in this paragraph, unless otherwise approved by the GOVERNMENT. The quote mark Corrosion Expert quote mark shall not be a sub-contractor to the PRIME CONTRACTOR, but an employee. Additionally, a registered professional engineer, who also shall be an employee of the PRIME CONTRACTOR, shall be in responsible charge of this project and shall supervise and approve all work of the quote mark Corrosion Expert. quote mark If the approved registered professional engineer in responsible charge or the approved quote mark Corrosion Expert quote mark assigns, directs, or employs any other person to actually perform the defined quote mark Corrosion Expert quote mark services' work, regardless if it be in the office, fabrication shop or site, the project site, or elsewhere, then that person shall also have the same qualifications and experience levels; his or her qualifications and experience levels shall be submitted to and approved by the GOVERNMENT prior to accomplishing this work. Otherwise, the approved professional engineer in responsible charge and the quote mark corrosion expert quote mark shall personally perform their work and responsibilities as specified herein. c. quote mark Corrosion expert, quote mark as used in this specification, shall be as defined herein. quote mark Corrosion expert quote mark refers to a person, who, by reason of thorough knowledge of the physical sciences and the principles of engineering and mathematics, acquired by professional education and related practical experience, is qualified to engage in the practice of corrosion control of buried or submerged metallic structures. Such a person must be a registered professional corrosion engineer with an engineering degree obtain from an accredited college of engineering or be certified by NACE International as a NACE Corrosion Specialist or a NACE Cathodic Protection (CP) Specialist. Theregistered professional corrosion engineer, NACE CP Specialist, or NACE Corrosion Specialist must have licensing or certification that includes education and experience in corrosion control of submerged metallic structures, if such certification or licensing includes 5 years experience in corrosion control on submerged metallic surfaces of the type under this CONTRACT. d. Since the primary work of this CONTRACT is cathodic protection system work as described in these specifications and on the drawings, the PRIME CONTRACTOR must be a Cathodic Protection Company with personnel meeting the qualifications and experience levels specific herein; sub-contracting of the cathodic protection work specified herein shall not be allowed since it is critical that the quote mark Corrosion Expert quote mark as described herein coordinate all work between all disciplines in order to meet the requirements of these CONTRACT documents. e. Coordinate and properly relate the work to the project site, with the other sub-contractors are site, with all of the fabrication shop work, and to all trades. Coordination efforts are more fully described under paragraph quote mark Corrosion Expert quote mark above. f. Once the submittals are approved and the materials delivered, the quote mark corrosion expert quote mark shall revisit the project site at least once while cathodic protection installation work is being accomplished on each set of sector gates. These site visits to each set of sector gates are to ensure the various sub-contractors or firm employees involved with the cathodic protection installation understand installation practices and laying out the components. The third visit for each set of gates, after cathodic protection installation is compete, shall involve activating, adjusting, and initially testing the installed cathodic protection systems. Prior to the conduction of any testing and prior to adjusting the rectifiers, the resistivity tests, as described above, shall again be accomplished and compared to the previous resistivity results. The quote mark Corrosion Expert quote mark may also provide all training, as required in this specification, during this visit or at some other time prior to final acceptance testing. The quote mark corrosion expert quote mark shall personally supervise installation, activation, testing and adjusting of all cathodic protection. The quote mark Corrosion Expert quote mark shall take rainfall and water temperature into account during final adjustment of all constant voltage rectifiers. g. Corrosion Expert: These individual(s) shall be directly employed by the prime Contractor and may not be employed by a supplier or subcontractor on this project; be responsible to the CQC System Manager; be physically present at the construction site during work on their areas of responsibility; have the necessary education and/or experience in accordance with the experience matrix listed herein. These individuals may perform other duties but shall be allowed sufficient time to perform their assigned quality control duties as specified in the QC Plan. This Synopsis is not a Obligation of the Government and all information sent is Voluntary. The Solicitation issued will be for a Firm Fixed Price contract. The magnitude of this project is between $1,000,000.00 and $5,000,000.00. The Solicitation is UNRESTRICTED. The Solicitation will be issued on or about 23 August 2013 with a response date of 23 Sep 2013. The North American Industrial Classification System (NAICS) Code applicable to this project is 238190.
