- Synopsis: PURPOSE: The purpose of this Request for Information (RFI) is to conduct market research which will be used to formulate an acquisition strategy to procure Industrial and Facilities Maintenance Services. This RFI is issued solely for information and planning purposes and does not constitute a Request for Proposal or a promise to issue a Request for Proposal in the future. This RFI does not commit the Government to contract for any supply or service. Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in responding to this RFI. TARGET AUDIENCE: In particular, only small businesses are requested to respond to this RFI to assist the General Services Administration (GSA), National Capitol Region (NCR), Public Buildings Service (PBS), Heating Operation Transmission Division (HOTD), Central Heating Refrigeration Plant (CHRP) located at 13th and C St, S.W., Washington, DC 20407 in formulating an acquisition strategy that fairly considers small business ability to participate in the acquisition as a prime contractor. Background: The CHRP was originally designed in 1933. CHRP is capable of producing approximately 1.5 million pounds of steam per hour; in 2011 the CHRP delivered approximately 1.5 million Klbs, with a peak winter load of 700 thousand lbs/hr. Steam is also used internally to operate steam driven equipment and auxiliaries as well as the production of chilled water. The CHRP is the only steam-generating facilities serving the GSA National Capital Region in operation. This plant provides steam service to over 29 GSA public buildings, 49 Federal non-GSA buildings and 12 Non-Federal buildings with a combined area of 52,000,000 gross square feet (GSF). The CHRP is comprised of 5 natural gas fired boilers using #2 fuel oil as back up fuel and 1 cogeneration boiler that operates with two 5MW combustion turbines generators that generates electricity utilizing the exhaust gasto produce steam. The cogeneration electricity is used primarily used to power the chiller plant and augment heating operations. In 2011 the cogeneration system generated 75.7 K megawatt/hour of electricity. The CHRP operates a chiller plant that provides 17,000 tons of cooling to eleven customer buildings: in 2011 the CHRP circulated a total of 4.6 billion gallons of chilled water and supplied 30.6 million tons hours of cooling. The CHRP is a Level 5 security facility. DESCRIPTION OF SERVICES: Provide preventive/predictive maintenance and building operations services within the Central Heating & Refrigeration Plant for the various steam and chilled water generation equipment in accordance with OEM recommended guidelines or industry best practices. The equipment is comprised of mechanical and chemical water treatment systems, boilers, fuel handling systems, high pressure steam system, city water system, compressed air system and various building operation support systems, all of which have mechanical, plumbing and electrical equipments with various maintenance requirements. The work must meet mandatory regulatory standards and codes as well as manufacturer specifications. The plant equipment that require preventative maintenance shall included but are not limited to the following: Industrial steam boilers with 250 psig operating pressure Valves Steam traps Water & chemical tanks Strainers & filters Pumps HVAC equipments Heat exchangers Fans Turbine/Generators with 10MW capacity Compressors for natural gas and air Motors : 4160 volts and below Gearboxes Switchgear, connections and cables1200 amps and below Transmission and distribution lines/piping Variable frequency drives: 4160 volts and below Fuel (natural gas and fuel oil) storage, and handling equipment Sewage and storm water pumps Water treatment (softening) system with ion exchangers Feedwater heaters/deaeerators Material handling system and equipment Snow removal equipment and functions Emergency response responsibilities Sprinkler systems Expectations: The contractor shall have trained craftsmen in these specialized areas: Journeyman electrician (both low voltage and high voltage respectively) Electrician helper/apprentice General maintenance mechanic, Mechanics with specialized field Industrial Instrument Technician Steamfitter/pipefitter Welder Insulator Insulator helper Laborer leader General laborer HVAC technician Plumber All craftsmen of trained specialty shall be required to have (and display upon request) all associated professional licenses and certifications appropriate for the nature of work issued under the preventative maintenance contract. In order to be strongly considered for contract, company's trained craftsmen must have a minimum of 10 years of experience in service, maintenance and repair in his/her area of specialty. To assure success of the preventive maintenance program it will require involvement and cooperation of the following HOTD Branches: Project Engineering, EICM, and the Maintenance Inspectors. It should also be noted that CHRP is a level 5 building and that successful Proposers are required to have the presence of a local office located within a hundred miles of the plant. Information Sought: This RFI requests information from ONLY those small businesses that can provide the required services under the North American Industry Classification System (NAICS) Code: 238220, Plumbing, Heating and Air Conditioning Contractors. In addition to Small Businesses, this Synopsis is encouraging responses from qualified and capable Service Disabled-Veteran Owned Small Businesses, Veteran-Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, Small and Disadvantaged Small Businesses. This RFI is issued to assist the agency in performing market research to determine whether this requirement can be set-aside for small businesses.. Two or more qualified and capable small businesses must submit responses that demonstrate their qualifications to make a determination for a small business set-aside. Responses must demonstrate the company's ability to perform in accordance with the Limitations on Subcontracting clause (FAR 52.219-14). Interested small businesses meeting the small business standard of NAICS code 238220, are requested to submit a response to the Contracting Officer within 7 calendar days of issuance of this RFI. Late responses will not be considered. Responses should provide the business's DUNS number and CAGE code and include a statement of self certification under the NAICS code. Additionally, responses should include recent (within the past ten years or work that is on-going) and relevant experience (work similar in type and scope) to include contract numbers, project titles, dollar amounts, and points of contact with telephone numbers where the responder performed the relevant work. Marketing brochures and/or generic company literature will not be considered. Not addressing all the requested information may result in the Government determining the responder is not capable of performing the scope of work required. Requested Information: Interested vendors are requested to submit a maximum 6 page statement of their knowledge and capabilities to perform the following: 1.) Registered in the System Award Management database; contractors may visit the SAM website https://www.sam.gov/portal/public/SAM/ for information on registering and checking the System Award Management 2.) Licensed/Bonded and fully capable to perform this service work under the NAICS Code Series 238 and the requirement for an Industrial and facilities Plant as mention herein this notice. 3.) Provide up to three references of completed projects within the last ten years that reflects your firm's performance and qualifications on projects that are similar in size and general scope and the possible complexity to the requirements listed herein.
