Description
Naval Air Warfare Center, Orlando Training Systems Division (NAWCTSD) intends to issue a contract modification to Technical Support Services Joint Venture's (TSSJV) Indefinite Delivery Indefinite Quantity (IDIQ) contract N61340-12-D-0007 on a sole source basis under authority of Federal Acquisition Regulation (FAR) 6.302-1. This IDIQ was originally awarded to fill short term emergent Submarine Skills Training Network - Virtual Interactive Shipboard Instructional Tour (SUBSKILLSNET - VISIT) program requirements since contract N61340-12-D-0004 (issued to TSSJV as an 8(a) set-aside), which had an ordering period through July 2017, could no longer be used given the Defense Procurement and Acquisition Policy direction for the immediate cessation of all Small Business Development Program 8(a) procurement contracts for Military Simulators or Services in the Military Simulator Industry. TSSJV is the only responsible source who can meet these emergent requirements until a new IDIQ can be competitively awarded outside of the 8(a) program. A Request for Proposal (RFP N61340-13-R-0059) for a 5-year IDIQ contract for SUBSKILLSNET- VISIT program requirements will be issued on or about November 2013 with an anticipated award date of July 2014. This contract modification will extend the ordering period of N61340-12-D-0007 from 27 Sept 2013 until 30 July 2014 which will add approximately $2.5 million dollars to the current contract ceiling to cover additional emergent requirements that provide for a full range of modeling and simulation; design; development; production; modification; documentation; test and evaluation; delivery; upgrading, and updating of training systems software products for various customers. The SUBSKILLSNET- VISIT requirements consist of software and hardware deliverables that are primarily focused on submarine navigation and photo-centric virtual tour training systems for a variety of platform types. At this time, identified emergent requirements include but are not limited to the following: - Naval Reserve Officer Training Corps (NROTC) Mariner Skills Simulator (MSS) introductory tutorial. The development of this browser based tutorial is needed to replace existing training delivered by a person knowledgeable with the system and serves to save the government significant future expenses. Additionally, further MSS enhancements and delivery media will be provided to extend existing product capability. - Periscope Operator Adaptive Training (POAT) training game enhances. The POAT product is an extension to an existing research project that now transitions to development of a customized training delivery product. In addition, instructional heuristics will be evaluated and incorporated into training research test beds which will result in training products. Award is needed to support research project milestones which will precede anticipated award of the competitive procurement referenced above. - SubSkilsNet software product development and delivery for Legacy Submarine Multi-Mission Team Trainer (LSMMTT), Voyage Management System (VMS) Laboratories, and Mini-Submarine Piloting and Navigation Training System (Mini-SPAN) trainers. Development, testing, and delivery of software products to training sites are scheduled to begin November 2013. Development and Integration associated with these trainers are critical for these deliveries. These deliveries are in direct support to certify submarine crews in operation of a tactical system that cannot be installed on the submarines until the crews have been certified by using the SubSkillsNet components in these training laboratories. Installation of the tactical system on board all US submarines will be delayed if not awarded immediately. - Development of a DDG-51 Virtual Interactive Shipboard Instructional Tour is needed to provide for an extreme cost effective mode of training. Development of this particular platform will allow the Navy to immediately leverage this effort across multiple platforms beyond the DDG-51. This training product will enable training to be delivered via Navy Marine Corps Intranet (NMCI), further providing cost savings as this will reduce training costs and logistical overheads compared to the currently available virtual tour product. - An update and integration of SubSkillsNet interface to Submarine Multi-Mission Team Trainer (SMMTT) 8.3. This immediate update is required to ensure tactical team training does not become obsolete. Updates are necessary to provide target models which are representative of current potential wartime scenarios. Although more than one source may be able to fulfill these requirements, this would create substantial duplication of cost to the Government that is not expected to be recovered through a competition for the short term. In addition, award to any other source would result in an unacceptable delay of work in fulfilling the agency's requirements due to long ramp-up time required to become proficient in program unique software baseline capabilities, code, libraries and methods. Therefore, pursuant to FAR 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements, the Government intends to intends to issue a modification to contract N61340-12-D-0007 on a sole source basis to TSSJV. Interested persons may identify their interest and capability to respond to the requirement. This synopsis is not a request for competitive proposals. A determination by the Government not to compete this action based upon responses to this notice is solely within the discretion of the Government.
