- Request for Information The VA Acquisition Academy (VAAA) was created to address the growing acquisition workforce challenge facing the Department of Veterans Affairs and the Federal Government overall. With the downsizing from the last decade and the loss of institutional knowledge resulting from baby-boomer retirements, the acquisition workforce has been strained to keep pace with the increased amount of and complexities associated with outsourced work in support of the VA mission. To support VAs mission, we want to promote and foster a critical thinking culture within the acquisition community in an effort to continuously improve the quality of our decision making. As a foundation to creating a critical thinking culture, the VA Acquisition Academy (VAAA) has determined a requirement for a suite of Critical Thinking Courses. Courses should follow a common methodology, build on each other and be centered on a standardized and complementary set of critical thinking tools. VAAA is issuing this RFI to help identify existing commercial off the shelf (COTS) courses and vendors. COTS courses will need to be tailored to include acquisition examples and scenarios that involve the entire acquisition team [contracting, program office, and legal]. The audience for this suite of courses include: VA acquisition individual contributors, VA acquisition leadership and VA acquisition teams. The intent is to have three courses tailored to each audience. Additionally, we would like to know if any online courses exist to supplement the instructor led courses. Online courses should utilize the same methodology and tools. -Critical Thinking Course for Individual Contributors -Foundational tools course -Critical Thinking Course for Leadership -Same content as individual course with a focus on how to coach employees in critical thinking -Critical Thinking Workshop -This is a facilitated workshop that focuses on intact teams who need to solve a real problem within a team environment -Critical Thinking Online Courses Please provide a summary of responses for each of the requirements listed below. For each course, include the course summary, learning objectives and course length. Also include any assessment instruments and research based methodology in the description. Provide a description for the cost structure and ranges of costs. This should include the breakdown for how costs for courses, materials, customization and delivery are incurred. For example, are there per seat fees, course licenses, material costs and delivery costs, train the trainers, etc. Also include your company's socio-economic category and any government-wide contract vehicles or VA contract vehicles you or a partner hold.
