- This is a combined synopsis/solicitation Request for Quote (RFQ) for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number for this acquisition is NIAID-RFQ-13B1639727 issued as a Request for Quote. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-69 dated August 1, 2013. The associated North American Industry Classification System (NAICS) Code is 334516, which has a business size standard of 500. This acquisition will be processed using Simplified Acquisition Procedures (SAP) and is a small business set-aside. All responsible sources may submit an offer that will be considered by this agency. The National Institutes of Health, National Institute of Allergy and Infectious Diseases (NIH/NIAID) intends to procure a system to analyze protein gels using both standard fluorescence applications such as DNA, and for chemiluminescence imaging. Item# Description Quantity 1 Gel Imaging System for Fluorescence 1 and Chemiluminescence System specifications must include: 1) Sealed camera system with cabinet door lock, preventing long Chemiluminescence exposures from being interrupted. 2) High Resolution - Cooled Camera (CCD), True Color Focus >4 MP using a mobile stage. 3) Motor driven adjustable stage area to zoom in on smaller sample sizes and zoom out to allow large sample sizes at least 19 x 19 cm. 4) Motor driven filter holder 5) Computer controlled and motorized f0.95 fixed lens with adjustable focus, aperture and lens feedback (Total Recal) 6) 2 color fluorescence as well as chemiluminescence. 7) Unlimited copies of image analysis software, allowing for better quantitation for different applications to include chemifluorescence and flourescence. The government will award a fixed price purchase order to the responsible contractor. The FOB point shall be Destination. The following Federal Acquisition Regulations provisions and clauses apply to the acquisition: FAR 52.212-1, Instructions to Offerors - Commercial Items; FAR 52.212-2, Evaluation - Commercial Items; Far 52.212-3, Offeror Representation and Certifications - Commercial Items; Far 52.212-4, Contract Terms and Conditions -Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items; and FAR 52.232-33, Payment by Electronic Funds Transfer-System for Award Management (SAM) (Oct 2003). In order to be considered for an award, an offeror must have completed the electronic Online Representations and Certifications Application www.sam.gov in accordance with FAR 4.1201(a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the System for Award Management (SAM) at www.sam.gov prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation. [Note: Lack of registration in the System for Award Management (SAM) will make an Offeror ineligible for award].
