- Description
- The Northern Facilities Construction CMT of the United States Postal Service is soliciting proposals to upgrade the HVAC System at USPS owned Morgan P&DC, 341 9th Avenue, New York County, New York, NY 10199-9341. Estimated cost of the work is between $1,500,000 and $2,500,000 with construction completion no later than three hundred sixty five (365) calendar days after receipt of the Notice to Proceed. The solicitation will open August 13, 2013 on USPS eSourcing Emptoris (see How to Participate below) and close on September 4, 2013. There will be a pre-proposal meeting for this project on Wednesday August 21 at 11:00 a.m., on site. Attendance is not mandatory but is strongly recommended. On-site visits may be arranged by contacting Susan Schoer, Manager, Maintenance, at (212) 330-2305. Requests for Information (RFI) must be submitted to Project Architect Zeyad Abwini of CH2M Hill, Inc. at zeyad.abwini@CH2M.com by 3:00 p.m., August 27, 2013. Responses are expected to be issued by August 29, 2013. The Postal Service bases contract award decisions on best value. Offerors should review the entire solicitation to ensure the requirements are understood. MINIMUM REQUIREMENTS: Years in Business: Proof of having been in the construction business for a minimum of 5 consecutive years. Experience: Two examples of comparable projects as defined on form under Solicitation Attachment 21: Experience Profile. Management Plan: Include items listed under Solicitation Attachment 12, Management Plan. Company Health & Safety Plan: Please reference Solicitation documents for specifics in completing the plan. Bonding: Contractor must have the ability to obtain 100 percent performance and payment bonds for this project in Five (5) calendar days of receipt of a Notice of Intent to Award. Contractor will be responsible for coordination of all work in a manner that will not interfere with mail operations and coordinate all work related to this phased project with the Station Manager or designee. The contractor must provide USPS at least 24 hours notice of any shutdown of utilities and must coordinate the time of the shutdown with building operations. The successful offeror will be required to submit progress photo(s) with any payment request. HOW TO PARTICIPATE IN THE OPPORTUNITY All proposals must be submitted online in USPS eSourcing Emptoris. USPS eSourcing Emptoris is a web-based electronic solicitation platform. If your organization wishes to participate in this solicitation, please see the attached Emptoris registration instructions. Once a supplier completes the registration process, the Postal Service will review the entry within three (3) business day to ensure it is complete and accurate. Separate electronic messages will be sent inviting them to participate in the solicitation and notifying registrants when the event is opened. CLOSING TIME WILL NOT BE EXTENDED DUE TO OPERATOR INABILITY WITHIN EMPTORIS.
