- Notice Type: Notice of Intent - Sole Source The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the NIST Engineering Laboratory, Polymeric Materials Group, intends to negotiate with MTS Systems Corporation; Eden Prairie, MN, on a sole source basis under the authority of FAR Subpart 13.106-1 (b), Soliciting from a Single Source, to repair the machine described below. Background: The Engineering Laboratory (EL) at the National Institute of Standards and Technology (NIST) requires the repair, replacement, and calibration of several mechanical testing components manufactured by MTS Instruments. These instruments are used for mechanical property and fracture strength measurements in multiple projects within the Polymeric Materials Group in EL. The current MTS Servohydraulic Test Frame (MTS model 312.21 22 kip load frame ) has a broken 5.5 Kip load cell, leaking hydraulic seals on the upper cross head support system, and requires spiral washers and a 1-14UNS-2A x 4.00 LG threaded rod. The current electromechanical test frame requires replacement. The current controller software license and supporting MTS hardware (grips, pneumatic grip controller, laser extensometer, MTS extensometer) are working and do not need to be replaced. MTS Testworks will need to be updated to operate within current IT requirements. These test machines are critical to multiple projects and must remain backwards compatible with the data generated on these instruments and hardware used prior to the current failures in order to meet deliverables in the current projects within EL that depend on these instruments. MTS Systems Corporation has proprietary knowledge of the MTS Servohydraulic, Electromechanical, Testworks, and Teststar equipment. In order to update instrument calibrations, repair the servohydraulic seals, and install the electromechanical testframe, the service person for this requirement shall (1) have proof of field service certification for the system (2) be knowledgeable in existing and new software and hardware applications (3) given the legacy nature of the current systems shall have proprietary knowledge of MTS software and hardware. The NAICS Code is 811219. NIST anticipates negotiating and awarding a firm-fixed-price purchase order to MTS Systems Corporation for this requirement. Interested parties that believe they could satisfy the requirements listed above for NIST to provide the repair services necessary may clearly and unambiguously identify their capability to do so in writing on or before August 22, 2013 at 12pm EST. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition.
