Description
Combined Synopsis/ Solicitation Notice The Network Contracting Office 22 on behalf of the VA Greater Los Angeles Healthcare System (VAGLAHS) intends to negotiate on a sole source basis, under the authority of FAR 6.302-1, with Wolters Kluwer Health Inc., located at 16522 Hunters Green, Hagerstown, MD. 21740, for commercial services, to publish a peer-reviewed journal supplement. This announcement constitutes the only solicitation; proposals/bids are not being requested and a written solicitation will not be issued. Period of Performance: 12 months from the effective date of award. This award will be made 5 business days after the date of this notice. The associated North American Industry Classification System (NAICS) Code is 511120. The Integrative Health and Healing (IHH) Research Program at the VAGLAHS is a Veterans Health Administration (VHA), Health and Science Research and Development (HSR&D) initiative to conduct a series of research projects designed in the aggregate to inform the transformation of veterans' care in a key area of high priority -patient centered care. The IHH Research Program is partnered with the VA Greater Los Angeles (GLA) Healthcare System to improve the health and well-being of Veterans by examining the delivery of IHH. The special issue will consist of 13 articles that have been peer-reviewed and edited through Medical Care. It is necessary to award this contract to Wolters Kluwer due to Medical Care's unique experience in publishing the supplements; its policy of distributing special supplements to their entire readership of health care professions in the fields of planning, organization, financing, provision, and evaluation of health services - including members of the American Public Health Association's Medical Care Section; and its reputation as a top-rated journal. Medical Care is a peer-reviewed journal devoted to the administration and delivery of healthcare. Medical Care is rated as one of the top five journals in health services research. Full and open competition is not feasible as Medical Care is the peer-reviewed, scientific journal that will most effectively reach the target audience of U.S. health services researchers, given its high "impact" ranking. Impact rankings reveal the journals that are the gold standard- those that are the most prestigious are ones that have high "impact" rankings, which are rankings of the frequency with which future researchers cite the research presented in the journal. Publishing the VA's research in less than prestigious journals defeats the purpose of publishing the research - fewer researchers read the less prestigious journals. The VA wants to spend funds wisely and reach the largest number of researchers who are interested in the topic. Interested organizations capable of performing the above with the requisite qualifications and expertise should submit a statement of capabilities with documentation supporting its ability to meet the Government's requirements. Sources shall demonstrate that they have experience in publishing the supplements. Sources shall also demonstrate that they can reach a broad readership of physicians, policy analysts, teaching faculty, health services researchers, and public health administrators at no additional charge to the subscriber. Sources shall demonstrate that they are very relevant to the topic of the proposed research studies- general health services or general internal medicine research- by demonstrating that they are one of the top five journals in health services research.
