Description
National Security Technologies, LLC (NSTec), under contract to the Department of Energy (DOE), National Nuclear Security Administration (NNSA), Nevada Field Office (NFO), at the Nevada National Security Site (NNSS) is seeking sources to participate in an assessment of robots to take place in Fall 2013. NSTec manages and operates the Remote Sensing Laboratory (RSL) for the NNSA and NFO. At the request of the U.S. Department of Defense and the U.S. Department of Homeland Security, RSL is conducting an operational assessment of commercial-off-the-shelf and developmental robots in a VBIED response and other emergency response applications. It is the desire of NSTec/RSL to develop a list of candidate systems to be included in the evaluation. From this list, successful candidates will be a contacted to participate in an assessment to determine effective methods of VBIED response. The robots will be assessed based on their ability to perform a variety of specific tasks related to VBIED response involving a variety of vehicle targets (two-door sedans to box trucks), delivering a variety of tools including disruptions systems, and performing a variety of functions such as opening doors and windows. It is expected that few robots will be able to perform the full range of tasks for all targets. However, the fact that the capability of a specific robot is limited will not disqualify it from the assessment. The ability to perform all the listed tasks is highly desirable but not required for participation. The robot must operate on frequency bands authorized for use by public safety bomb technicians in the United States. Interested parties are to respond with the following: • Model and manufacturer information • Availability to attend the assessment in the United States (either Michigan or the Washington DC area in October or November 2013) • Cost estimate for the basic platform and accessories • User manuals and training materials • Known safety hazards • Any relevant technical information on capabilities, frequency bands used (including their purpose), and additional information that demonstrates the ability to perform the tasks listed below Partial list of capabilities and specifications to be assessed: • Total time to off-load from a bomb squad response vehicle, load with any one of the above weapon systems, and move to a target 300 feet downrange. • Traverse a 6-inch obstacle • Demonstrate wireless and fiber optic capability at ranges consistent with VBIED response • Survey a vehicle interior through a front and/or side window • Open a car door (locked and/or unlocked) • Open a truck door or cargo door (locked and/or unlocked) • Break a window (tempered and/or laminated) • Survey vehicle compartments such as the interior of a sedan including under the seats, trunk of passenger vehicles, and the cargo area of an SUV, pickup, or box truck • Deliver an x-ray system for inspection of suspect items in and around vehicles • Deliver and fire a disrupter charge (small to large disrupters and both general and precision) • Deploy, aim, and fire a PAN or similar disrupter through an open window of a large sedan or Sport Utility Vehicle (SUV) and effectively engage a package located at any position in the vehicle visible from the open window • Survey the full cargo area of a box truck containing a variety of materials • Remove objects from inside a vehicle including boxes, fuel containers, bags, and other miscellaneous items • Capability to cut collars, straps, harnesses, and other device components to remove an IED from a person.
