- National Security Technologies, LLC (NSTec), under contract to the Department of Energy (DOE), National Nuclear Security Administration (NNSA), Nevada Field Office (NFO), at the Nevada National Security Site (NNSS) is seeking sources to participate in an assessment of x-ray systems to take place in Fall 2013. NSTec manages and operates the Remote Sensing Laboratory (RSL) for the NNSA and NFO. At the request of the U.S. Department of Defense and the U.S. Department of Homeland Security, RSL is conducting an operational assessment of commercial-off-the-shelf and developmental x-ray systems in improvised explosive device (IED) response and other emergency response applications. It is the desire of NSTec/RSL to develop a list of candidate systems to be included in the evaluation. From this list, successful candidates will be a contacted to participate in an operational assessment to determine each system's ability to meet user requirements. The x-ray systems will be assessed based on their ability to perform a variety of specific tasks related to IED response involving a variety of targets (including grenades, pipe bombs, suicide devices, and vehicle bombs ranging from two-door sedans to box trucks). We are also interested in each system's ability to perform material discrimination, deliver three-dimensional imagery, and support precision aiming functions. It is expected that few x-ray systems will be able to perform the full range of tasks for all targets. However, the fact that the capability of a specific x-ray system is limited will not disqualify it from the assessment. The ability to perform all the listed tasks is highly desirable but not required for participation. If the x-ray system uses any radio frequency communications, it must operate on frequency bands authorized for use by public safety bomb technicians in the United States. Interested parties are to respond with the following: • Model and manufacturer information • Cost estimate for the basic platform and accessories • Total system weight and weight by component • Availability to attend the assessment in the United States (either Michigan or the Washington DC area in October or November 2013) • X-ray sources the system supports, source specifications, and whether or not they are included in the package price and system weight • X-ray energy filters available • Imaging area (list all available) • Expected resolution (in line pairs per mm for digital systems) • File format used for data storage on digital systems • Compatibility with XTK • User manuals and/or training materials • Any known safety hazards • Any relevant technical information that demonstrates the ability to perform the tasks listed below Partial list of capabilities and specifications to be assessed: • Ability to create an image of objects ranging from a grenade to three 55-gallon drums • Ability to verify the presence or absence of a detonator in a grenade • Ability to image interior components of a pipe bomb to verify presence or absence of a firing system • Operation with a variety of x-ray sources • Time from x-ray generator firing to operator able to interpret image • Dead space around imager plates • Battery life of any/all components • Ability to discriminate solids from liquids • Mosaic imaging ability • Image enhancement tools • Robotic delivery and recovery of the x-ray system • Ability to image a body bomb on a victim or bomber Questions and responses are to be addressed to Jeff David at davidjm@nv.doe.gov or (571) 218-0272.
