- This is a sole-source synopsis that provides notification of the Federal Bureau of Investigation's intent to extend contract J-FBI-10-271, Certified Forensic Science and Crime Scene Instructor Contract, for a period of six months. The period of performance for this extension will be from September 28, 2013 through March 31, 2014. This extension is needed to satisfy the FBI's requirement for advanced forensic science and crime scene training in support of the Bureau-wide counterterrorism training mission to State, Local, and International Law Enforcement Officers attending the FBI's National Academy. Not awarding a six-month extension would cause serious injury to the Government. The extension will be performed by the incumbent contractor, Oak Ridge Associated Universities (ORAU), P.O. Box 117, M/S 04, Oak Ridge, TN 37831. The vendor shall supply a dedicated instructor with solid institutional knowledge of all current forensic techniques. Instructor shall possess a Masters Degree and have been certified through the University of Virginia (UVA) as an instructor. Each class taught at the National Academy are accredited by UVA and will provide students with 3 hours of undergraduate credit. The extension will provide for the continuation of uninterrupted services in support of the FBI's National Academy described above. This six-month extension of services is accomplished pursuant to 10 U.S.C. 2304(c)(1), "Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements," as implemented by FAR 6.302-1. This Notice of Intent is not a request for competitive proposals for the six month extension of the current contract described herein. This notice is only being posted because the extension option under FAR 52.217-8, Option to Extend Services, was not previously evaluated as part of the initial contract award for J-FBI-10-271. ORAU is the only responsible offeror for exercise of this option to extend services as they are the incumbent on this single award contract and as the Government would experience unacceptable delays in fulfilling the agency's requirements if this option was not exercised before the current contract expiration date. Interested parties may identify their interest and capability to respond to the requirements specific to exercise of this extension option under FAR 52.217-8. The Government will not be responsible for any cost incurred by interested parties in preparation of information or documents related to this option to extend services. A determination by the Government to exercise the aforementioned option clause and not compete this proposed contract extension based upon responses to this notice is solely within the discretion of the Government.
