- Description
- The Northern Facilities Construction CMT of the United States Postal Service is soliciting proposals to upgrade the HVAC System at USPS owned Waterbury MPO, 135 Grand Street, New Haven County, Waterbury, CT 06701-9998. Estimated cost of the work is between $1,000,000 and $1,500,000 with construction completion no later than two hundred forty (240) calendar days after receipt of the Notice to Proceed. The solicitation will open August 14, 2013 on USPS eSourcing Emptoris (see How to Participate below) and close on September 5 2013. There will be a pre-proposal meeting for this project on Tuesday August 20 at 11:00 a.m., on site. Attendance is not mandatory but is strongly recommended. On-site visits may be arranged by contacting Michael Williams,Maintenance, at 203)574-6551. Technical inquiries are to be addressed to Evelyn Cole Smith, Architect/Engineer, CME Architecture, Inc. at (860)928-7848, or the USPS Project Manager, Louis Sanchez at (914)697-7073. Requests for Information (RFI) must be submitted to Project Architect Evelyn Cole Smith of CME Architecture, Inc. at Evelesmith@cmeengineering.com by 3:00 p.m., August 27, 2013. Responses are expected to be issued by August 29, 2013. The Postal Service bases contract award decisions on best value. Offerors should review the entire solicitation to ensure the requirements are understood. MINIMUM REQUIREMENTS: Years in Business: Proof of having been in the construction business for a minimum of 5 consecutive years. Experience: Two examples of comparable projects as defined on form under Solicitation Attachment 21: Experience Profile. Management Plan: Include items listed under Solicitation Attachment 12, Management Plan. Company Health & Safety Plan: Please reference Solicitation documents for specifics in completing the plan. Bonding: Contractor must have the ability to obtain 100 percent performance and payment bonds for this project in Five (5) calendar days of receipt of a Notice of Intent to Award. Contractor will be responsible for coordination of all work in a manner that will not interfere with mail operations and coordinate all work related to this phased project with the Station Manager or designee. The contractor must provide USPS at least 24 hours notice of any shutdown of utilities and must coordinate the time of the shutdown with building operations.
