Description
Synopsis: In developing an acquisition strategy for the SMC Technical Support-2 (STS-2) program, this notice is to inform industry of the decision by the Services Designated Official (SDO) to utilize the General Services Administration (GSA) One Acquisition Solution for Integrated Services (OASIS) Multiple Award Indefinite Delivery, Indefinite Quantity Contract (MAC/IDIQ) in lieu of pursuing a new MAC IDIQ. It is the SDO's intention to have STS-2 task orders awarded as a Small Business Set-Aside by utilizing the OASIS Small Business MAC IDIQ vehicle for task orders other than the Independent Readiness Review Team task order, which will be competed utilizing the OASIS full and open MAC IDIQ vehicle. The GSA OASIS contract vehicle exemplifies strategic sourcing efficiencies through reduced cost, accelerated implementation, timeline, and avoidance of waste resulting from duplicative efforts, while promoting small business participation as a 100% small business set-aside. Under the GSA construct, the STS-2 Program Office, or its decentralized ordering offices, will issue task orders from the GSA OASIS MAC IDIQ vehicle; STS-2 task orders will not be issued by GSA. The STS-2 Program Office intends, in accordance with FAR 16.505(b), to provide fair opportunity to all offerors in a particular GSA OASIS "pool" and anticipates predominantly using GSA OASIS Pool 5B, NAICS Code 541712, Exception C, Research and Development in Space Vehicles and Guided Missiles, their Propulsion Units, their Propulsion Unit Parts, and their Auxiliary Equipment and Parts. The size standard is 1,000 employees. Note: This notice is for informational and planning purposes only. This is not a solicitation announcement.
