QUESTIONS Question: Can contractor solidify this waste material at the Cleveland VAMC site prior to transportation? - Yes Technical Questions 1.Submittal due date: The cover page indicates that the bid is due on August 19th at 12:00 AM while section H specifies a due date of August 19th at 12:00 PM. The assumption is that the bid is due at Noon and not midnight. Please confirm. The submittal deadline time is August 19th at 12 noon. 2.Is there a list of approved facilities that the Veterans Affairs Medical Center (VAMC) requires the vendor to use, or is it open to recommendation from the vendor? NRC Licenses or NRC Agreement State Licenses - Provided for the treatment and disposal of each waste stream. Licenses will be provided to the RSO upon request and prior to scheduled radioactive waste pick-ups. 3.Is the site under Federal jurisdiction for radioactive material? Is the license maintained by VAMC an NRC license as opposed to the Ohio DOH? The Nuclear Regulatory Commission (NRC) issued the VA a master materials license, NRC License No. 03-23853-01VA, effective March 17, 2003. Louis Stokes VA Medical Center has a DVA Materials Permit No. 34-00203-03 4.Section B, State of Work: a.The bid states that the vendor is responsible for providing DOT certified shipping containers when necessary. How does the VAMC currently package the waste for each stream while in storage? DAW & Liquid scintillation cocktails- 55 gal drums Is any of the waste pre-packaged by VAMC? Yes; DAW & Liquid scintillation cocktails- 55 gal drums 55 gal drums are referenced - are they metal, fiber or poly drums? No b.Does the dry active waste contain metals or does it only consist of incinerable materials? DAW may include lab glass ware and/or metals c.Is the scintillation cocktail used biodegradable or solvent-based/RCRA hazardous? Currently using non-hazardous; however, your bid should consider disposal of hazardous cocktail. Alternately please provide the brand and name of the fluid. Are the vials glass, plastic or both? Currently using Perkin Elmer Opti - Fluor poly vials d.What is the typical volume of the uranyl nitrate and uranyl acetate solutions that are generated from the stock solutions? Are these liquids non-RCRA regulated and/or please provide a description of the waste to include constituents and percentages. Typically reagent is 1% uranyl acetate and this is further diluted with water >50 times prior to being collected as liquid waste. Therefore, typical uranium waste is aqueous with 0.02% uranium by weight. e.Will the animal carcasses be frozen prior to packaging and pick-up for disposal? YES, and/or may be packaged in a drum with lime. f.Sealed sources are usually special quote items. Please provide an inventory to include isotope, activity, material of construction, dimensions, date of manufacture (for decay purposes), leak test if applicable and an indication if the source is mounted in equipment. We presently do not have sealed sources slated for disposal. However, you may consider for this bid 1" disk sources containing 1 - 5 microCurries of Cs-137 g.Are the sharps currently in sharps containers? Yes h.Liquid mixed waste is usually a special quote item. Please provide an inventory to include container type and size, constituents and percentages of liquid components, isotopes and activities. No mixed waste in within our inventory; however, previously we disposed of tritium contaminated methanol. 5.Section C, Price/Cost Schedule: Section B requests pricing for each of the seven wastestreams described, however Section C requests pricing only for three four wastestreams (vials, solidified uranium waste and sharps). Please clarify for which wastestreams and under which format VAMC would like to receive pricing. Additionally it appears that Section B also requests a final quote when the shipment inventory is provided approximately two weeks before the requested pick-up date. Please clarify the pricing requirements for the RFP. PRICING: Offeror shall provide pricing based on one annual shipment of the following radioactive waste containers (one shipment containing one of each of the following radioactive waste containers). Loading dock is available 7.Who is the current Vendor that manages the expiring contract? Chase Environmental Group 8.What final disposal facility is utilized for this expiring contract? Various including: Duratek Services, TOXCO, NSSI 9.What is the volume of material shipped in 2011 and 2012 for this type of material? 2011 - solidified uranium 0.038 m3, DAW (with asbestos) 0.212 m3, sealed source (Ra-226), 0.019 m3, flammable liquids (methanol) 0.114 m3 2012 - Check sources 0.038 m3, sharps 0.023 m3 10.What is the pricing for the expiring contract? This would include transportation, labor, mobilization, paperwork fees, surcharges and final disposal fees. Decline to answer-Please provide your best price for this service. 11.What was the total spent for the previous contract for the years 2011 and 2012? Decline to answer-Please provide your best price for the service.
