Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. CAMP SHELBY JOINT FORCES TRAINING CENTER LONGLEAF REGENERATION For questions regarding this requirement, please contact CPT Robert Mayhue by email at robert.w.mayhue2.mil@mail.mil or 601-313-1700 (office phone). This requirement has been set aside 100% for small business. Deadline for submission of quotes/proposals shall be 12:00 p.m. Friday, August 23, 2013. All respondents must be registered or become registered with the Federal System for Aquisition Management (SAM) for invoicing and payment. (https://www.sam.gov/portal/public/SAM/) 1.Scope of Work: The job consists of acquiring longleaf containerized pine seedlings and planting approximately 170 acres of mechanically site prepped land located on Camp Shelby Joint Forces Training Center (CSJFTC). 2.Specifications and Guidelines: a.Seedlings. The seedlings will be high quality Longleaf containerized seedlings free from Sondereggers (Pinus Xsondereggeri). It will be the contractor's responsibility to purchase and store the seedlings until planting. All forked, injured, and diseased seedlings will be culled prior to hand planting. b.Seedling transportation. During transportation and planting of seedlings, the Contractor shall exercise care to prevent injury and drying out of the trees. Seedlings should be stored in a cool, shady, wind free area during transport and the throughout the planting process. c. Planting Methods. The seedlings are to be planted on a 10'X12' spacing (363 trees per acre). Audits will be carried out by the Mississippi Army National Guard Environmental Directorate during the planting process to ensure the quality of the planting and to ensure adequate stocking and maximum seedling survival. i.The Mississippi Army National Guard reserves the right to stop all operations of the Contractor when it appears that the terms of the contract are being violated. ii.No planting will be done when the ground is frozen, extremely dry, or excessively wet. The Contractor must coordinate with the points of contact listed below prior to any planting activities. iii.All seedlings will be planted at a minimum of 90% correctness. iv.Trees will be planted using a dibble bar. Hoedads will NOT be allowed. Trees must be planted at approximately the same depth they grew at the nursery, not any deeper. v.Seedlings must be planted in such a manner that U or L roots will not occur. A quote mark U quote mark or quote mark L quote mark root will be defined as when at least 75% of the tap root forms the quote mark U quote mark or quote mark L quote mark root. vi.If the roots are found to be dry at anytime by the Mississippi Army National Guard during the planting process then the seedlings will be rejected and must be replaced by the contractor at no additional cost to the Mississippi Army National Guard. vii.Only the number of seedlings needed to plant during one days planting will be carried to the planting site. Seedlings will be stored in a cool, shaded, well ventilated area, and covered with a reflective tarp. Seedling temperatures will not exceed 75 degrees Fahrenheit or be allowed to freeze. Unplanted seedlings will not remain at the planting site overnight. viii.The contractor will be responsible for seedlings from time of pickup from the nursery until properly planted and approved by a representative of the Mississippi Army National Guard. The Contractor will also be responsible to recognize adverse weather and/or site conditions and make necessary adjustments in planting schedules to avoid planting when adverse weather and/or site conditions exist. ix.The Contractor shall assume all risk of damage or injury to persons or property resulting from any actions of operation under this Contract or in connection with the work. x.Any of the terms of this Contract may be voided by mutual consent of both parties, and an attachment in writing must be executed with this Contract naming such terms as are void. xi.The mineral soil shall be packed in and around the planted tree roots so they cannot be pulled out of the ground by slight tugs, and all planting slits must be closed top and bottom by the use of a packing slit adjacent to the planting slit. The packing slit will be closed as well. xii.Listed below are common tree planting errors that will not be tolerated: seedlings too shallow, planting and/or packing slit open, multiple seedlings per planting slit, debris in planting slit, twisted or balled roots, excessive lean ( greater than 25 degrees), roots exposed, planting, cull, diseased or forked seedlings. xiii.In case of failure of the Contractor to plant at least 90% of the seedlings in a satisfactory manner or at the provided mapped location, penalty shall be replanting by the Contractor at his own expense plus the cost of seedlings. xiv.Contractor shall guarantee 90% survival for 45 days after tree planting completion date and to replace dead or dying seedlings the following planting season (Jan 2014-Mar 2015). 3.Contract Supervision: The planting will be supervised by a representative of the Mississippi Army National Guard Environmental Directorate Natural Resources Office.
