Description
The U.S. Secret Service negotiated on a sole source basis with Smiths Detection, 2202 Lakeside Blvd., Edgewood, MD 21040. The primary North American Industry Classification System (NAICS) code was 334517. The SB size standard for this code is 500 employees. The order covered the following SmithsDetection products (generally): - Three (3) SmithsDetection X-ray Inspection Systems (GS-07F-9597G), with options for two (2) additional units. In support of this requirement, certain open market items/features not on SmithsDetection's GSA Schedule were procured: - Digital Image Management - Advanced Contents Tracking - Threat Image Projection - Automatic Image Transmission - Operator Training - Roller Tables - Shipping and Installation - Extended Warranty To the best of the government's knowledge, the SmithsDetection product/equipment is the only equipment compatible with existing systems utilized by the USSS. The Government had a reasonable basis to conclude that the agency's needs could only be satisfied at the time of award by the unique supplies available from SmithsDetection, and the USSS procured those items pursuant to a valid justification for other than full and open competition, per FAR 8.405-6(a)(1)(i)(B). The award was a Firm Fixed Price delivery order. This notice is neither a request for quotation nor a solicitation of offers. The determination of the Government not to open this requirement to full and open competition was made in accordance with FAR Part FAR 8.405-6(a)(1)(i)(B) and was solely at the discretion of the Government. Entities may identify their interest and ability to meet similar future requirements via a written capability statement. All capability statements emailed no later than the date indicated in this Award Notice will be considered by the Government for the purpose of determining whether to conduct future competitive procurements. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Any information received will be maintained for future Market Research requirements. No formal solicitation package is available. Reasonable questions, not excessive in length, will be answered if submitted to the USSS POC no fewer than 48 hours before the deadline contained in this Award Notice.
