- The U.S. Army Contracting Command - Aberdeen Proving Ground (ACC-APG) has been tasked to solicit for an award on a Sole Source basis for the procurement of up to thirty (30) Tactical Signals Intelligence (SIGINT) Payloads (TSP) Low Rate Initial Production (LRIP) systems. The TSP system is a highly integrated and complex electronics systems that is divided into two (2) components, the TSP airborne payload and the ground workstation. The objective of the TSP program is to provide the commander with a comprehensive picture of electronic emitters in the battlespace, and the ability to detect, identify geo-locate, and copy emitters. The Government intends to procure this effort in accordance with 10 U.S.C 2304(c)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, to BAE Systems, Incorporated, (hereafter reviewed to as BAE) 65 Spit Brook Road, Nashua NH 03060-6909. Due to the Government not possessing a production level Technical Data Package, the Government deemed BAE as the only potential source available to provide up to thirty (30) TSP LRIP systems to meet the Government's schedule. This effort is intended to be issues as a two (2) year Indefinite Delivery, Indefinite Quantity (IDIQ) contract on a Firm-Fixed Price and Cost Plus Fixed Fee basis. The Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. Interested parties may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals and does not constitute a solicitation. However, all responses received within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
