Description
Attachment 2 to SF1449, Alternate Quality Assurance Surveillance Plan Attachment 1 to SF1449, Performance-based Work Statement Solicitation SF1449 Government Policy Letter Inspection of Sidetrack and Maintenance of Electrical Systems at U.S. Government Sidetrack No. 328 - Yokota. The anticipated performance period is one year from 1 Oct 13 through 30 Sep 14. The 374th Contracting Squadron, Yokota Air Base, Japan, proposes to acquire the services of Japan Freight Railway Company (JFRC) to conduct inspection of sidetracks and maintenance of electric systems at U.S. Government Sidetrack No. 328 - Yokota AB, which is connected to the railway owned by the JFRC. As the owner of the mail rail system that the sidetracks are connected to, JFRC is responsible for having direct control over the inspection services under the Japanese Railway Business Law. JFRC is designated party to have direct control for maintenance of sidetrack electric system under the agreement between the US Government and the JFRC. Award to any other source would result in non-compliance with the applicable local Japanese law and unacceptable delays in fulfilling the US Government requirements. All responsible sources may submit a capability statement or quotation for consideration. NOTE: THIS PROJECT WILL BE PERFORMED IN ITS ENTIRETY IN THE COUNTRY OF JAPAN. THE SUCCESSFUL OFFEROR MUST BE LICENSED AND REGISTERED TO PERFORM WORK IN THE COUNTRY OF JAPAN.
