Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number N6883613T0302 is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through the latest edition of the Federal Acquisition Circular. This solicitation is issued on a total small business set a-side basis, NAICS Code 561790. CLIN 0001 REPAIR OIL SPILL EQPT EMERGENCY LOCKERS 1 GP STATEMENT OF WORK (SOW) FOR THE REPAIRS TO NINE WEATHER RESISTANT OIL SPILL RESPONSE EQUIPMENT EMERGENCY LOCKERS 1. SCOPE Repair nine weather resistant oil spill response equipment emergency lockers to include transporting from and to Naval Station Mayport, Jacksonville, Florida. Removal of door assemblies including all door hardware, gaskets and retainer strips, replace door header, drip rail, and door sill, replace and or patch roof. Patch side panels and weld repair any holes, drill vent holes into panels and install new vent covers. Replace bottom rail, patch nose panel, insert front rail. Remove and completely rebuild front bottom rail and gooseneck tunnel assembly. Replace flooring, undercarriage, and cross member as required. Heat and straighten dents in panels as required, abrasive blasting interior and exterior, coating with a fast clad zinc HS reinforced zinc primer, Seaguard 5000HS, topcoating with Acrolon 218 HS acrylic Polyurethane paint. Install decals, zerk fittings to all doors and hinges and lubricate. Install new door gaskets, new stainless steel retainer strips and new stainless steel fasteners on both cargo doors. Install three, 8ft steel roll up doors symmetrically placed along one 40ft long panel. Install two partitions evenly spaced between the roll up doors constructed of 2 x 4's and plywood. 2. REFERENCES: None 4. REQUIREMENTS 4.1 Equipment emergency lockers are located at Naval Station Mayport. 4.2 Contractor is responsible for transporting. 5. PERIOD OF PERFORMANCE 5.1 All work to be completed by 1 Dec 2013. 6. WORK TO BE ACCOMPLISHED ON OSR EQUIPMENT EMERGENCY LOCKERS 6.1 Contractor coordinate with gov't representative to pickup lockers and transport to contractors facility. 6.2 Weather resistant lockers listed in 2.1 thru 2.9, replace both door complete assemblies, including all door hardware, gaskets and retainer strips. 6.3 Replace door header, drip rail, door sill. Weld repair roof to make water tight. 6.4 Patch side panels and nose panel to make water tight. Replace bottom rails and goose neck tunnel assembly. Drill vent holes in side panels and install two new vent covers. 6.5 Remove and replace floor, undercarriage and degraded cross members. Heat and straighten multiple dents in doors and side panels as needed. 6.6 Ensure surface profile of equipment container has been blasted to an SP-10 profile, apply 40mil thickness of Sherwin Williams Fast Clad Zinc HS Reinforced Zinc Primer, apply one coat of Sherwin Williams Seaguard 5000HS, and one coat of Sherwin Williams Acrolon 218 topcoat to equipment container interior and exterior. (white interior, haze grey exterior) 6.7 Install 24 inch vinyl lettering on rollup doors as per gov't rep, install zerk fittings to all door hinges and lubricate hinges. 6.8 Install all new door gaskets, new stainless steel retainer strips and stainless steel fasteners on all cargo doors. 6.9 For lockers listed in 2.1 thru 2.5, install three, 8ft steel roll up doors symmetrically placed along one 40ft long panel. 6.10 Install two partitions evenly spaced between the roll up doors constructed of 2x4's and plywood. 6.12 For lockers listed in 2.6 thru 2.9, install two, 8ft steel roll up doors symmetrically placed along one 40ft long panel. 6.13 Install one partition evenly spaced between the roll up doors constructed of 2x4's and plywood. 6.14 Contractor coordinate with gov't representative for final inspection and delivery to Mayport Naval Station.
